Pope - Commissioner C.H. Dodson - Commissioner Henry F. Lilenthal - Town Attorney J.R. Fountain - D. Town Clerk The minutes of the regular Commission meeting held on July 12, 1958, were read, approved and adopted. The minutes of the meeting of the Town Commission, sitting as a. Board of Equalizers on August 27th, 28th and 29th, 1958, were read, approved and adopted. J. R. Fountain reported bank balances on August 31, 1958, as follows: General Account - 5,417.40 Water Account - 8,357787 Reserve .Depreciation -A�C - 8 6 +t n IN- Saving' - 8,000.00 Payments during the months of July and August, 1958, from the General Account, were on checks numbered 539 through 595• Pay- ments from the Water Account for the same period were on checks numbered 156 through 159. All of the above payments were unanimous - 17 approved. Yw. Koch explained that Mrs. Large Mrs. Zook, Mr. Dawson, and Mr. Curry (on behalf of Howard Phipps, had filed complaints with J. R. Fountain. Mrs. Large complained that sand, gravel and rocks wash into her driveway. She requested that the road at the intersection of Golf View Drive and Gulf Stream Road be repaired and the roadways in this area widened. The Commissioners agreed to have the road repaired at the present time. Mrs. Zook, Mr. Dawson and Mr. Curry (on behalf of the Phipps Estate), petitioned the Town to have their water meters checked. The Commissioners instructed J. R. Fountain to contact Mr. Lawson of Delray Beach, find out what they do and proceed accordingly. Mr. Koch read the petition from Mr. Gardner of the Westminister requesting a lower water rate for that establishment. J. R. Fountain explained that the Westminister anticipated an an- nual consumption of 25 to 35 million gallons provided the Town would furnish them water at 15 per thousand gallons. Mr. Iglehart said that he would recommend the Town adopting a sliding -rate schedule similar to Delray's so that the large consumers of water would be charged a lesser amount per thousand gallons above a cer- tain quantity. J. R. Fountain agreed to get Delray's water rates and prepare recommendation for the Commissioner's study at the October meeting. 9/3/b g - 2 - J. R. Fountain was instructed to meet with Mr. Koch and draft the necessary letters to be sent to Mr. Gardner and the Golf Club and to see that the letters were mailed as soon as possi- ble. Mr. Koch stated that Mr. Wolforth and Mr. De Marco had ten- dered an oral request to have the Town supply them with water. It was explained that the Commissioners could not grant this request without violating the water contract with the Golf, Club. The Com- missioners unanimously agreed that they would all`c.:yisides the an- nexation of the Wolforth and DeMarco properties into the Town limits of Gulf Stream. J. R. Fountain agreed to so inform Mr. Wolforth. The proposed Resolution was read: RESOLUTION #178 BE IT RESOLVED, that all real property in the Town of Gulf Stream, Florida, be assessed at the rate of Five (5) Mills for the taxable year of 1958. The Deputy Town Clerk is hereby authorized to levy the tax of Five (5) Mills on each and every taxable piece of property within the Town limits of Gulf Stream, Florida, for the taxable year of 1958- Mr. Pope made a motion that the above Resolution #478 be ap- proved and adopted. After a second by Mr. Dodson, the resolution passed unanimously. Mr. Koch read Ordinance #117 in full; the Ordinance titled as follows: ORDINANCE NO. 117 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, LEVYING A TAX OF.TEN (10) PER CENT. ON CHARGES MADE BY THE TOWN FOR THE SALE OF WATER.AND PROVIDING THAT THE REVENUE THEREFROM SHALL BE USED FOR IMPROVEMENTS TO THE WATER DISTRIBUTION SYSTEM OF THE TOWN. Mr. Iglehart moved Ordinance #117 be adopted on final read- ing. Mr. Dodson seconded and it carried unanimously. Mr. Koch read Ordinance #118 in full; the Ordinance titled as follows: ORDINANCE NO. 118 AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA, REQUIRING THE OWNERS, OF VACANT LOPS TO KEEP THE SAME CLEAN.AND FREE OF WEEDS, TRASH, UNDERGROWTH, BRUSH, FI12H,.GARBAGE AND OTHER REFUSE;.PROVIDING FOR CLEANING BY THE TOWN.AND ASSESSMENT OF COST THEREOF SHOULD OWNERS FAIL OR REFUSE TO CLEAN AFTER NOTICE;.OTHER MATTERS RELATING THERETO. - 3 - Yr. Pope made a motion that Ordinance #118 be adopted on final reading. Mr. Dodson seconded and the motion carried unanimously. Mr. Koch stated that only one bid has been received on the Dodge truck, which the Town wishes to sell. He suggested that the Commissioners wait to close the bidding until the October meetingv so that persons who have been away may have a chance to bid, There beinging no further business the commissioners adjourned. (Chlorine) 14.00 161 930 Harry Purdom (mixes Chlorine) 50.00 $ 64.00 MINUTES OF THE METING OF THE TOWN COMMISSION SITTING AS A BOARD OF EQUALIZERS ON: AUGUST 27, 28, and 29, 1958 The Town Commissioners of Town Hall in Gulf Stream, Fla. and 29, 1958 and recessed from consider complaints of the pro equalize values of real estate Town's Tax Assessment Rolls as Gulf Stream, Fla. met at the at 10:00 AM on August 27, 28, day to day, to hear and perty owners and to receive and and improved property on the of January 1, 1958. The Deputy Town Clerk called the Commissioners attention to resolution # 473 which set the date and time for the equalization meeting and to the fact that the Equalization Meeting was adjourned by the Commissioners on March 21,1958 until August 27, 28, do 29, 1958. The Town's Tax Assessment Roll was presented to the Commissioners sitting as a board of Equalizers. The following summation of valuations was disclosed: Total value of recorded on the January 1, 1958 Exemptions all real estate an Town's Tax Assess Total Taxable valuation of Real estate and improvements $ d improvements as ment Roll on 7,691,020.00 179,000.00 71512.020.00 The Town Commission sitting as a Board of Equalizers, after reviewing the Tax roll and the valuations shown thereon passed the following relolution RESOLUTION # 476 WHEREAS, the Town Commission sitting as a Board of Equalizers at the Gulf Stream Town Hall from August 27, 1958 through and in* clujing August 29, 1958 between the hours of 10 AM and 12:01 PM each day and recessing from day to day, did hear all complaints by the property owners of Gulf Stream, Fla., relative to the valuations placed on the respective pieces of property by the Tax Assessor of the Town of Gulf Stream, Fla. on the 1958 Tax Roll and do hereby state, affirm and agree that the said valua- tions are fair, reasonable and just and do hereby RESOLVE that the said Tax Assessment and Valuation Roll as recorded by the Town Tax Assessor as of January 1, 1958, be hereby approved and adopted. It is hereby recorded, also that no tax payer tendered a written complaint to the Board of Equalizers during the times and dates for hearing complaints. The following , lesolution was passed, approved and adopted: RESOLUTION # 477 BE IT RESOLVED that the 1958 Tax Roll, as has on August 29, 1958 been equalized, be returned to the Tax Assessor and that the Tax Assessor is hereby instructed and directed by the Town Commissioners to fix values on the said assessment roll, and we do hereby declare the said values to be equalized.
