REGULAR COUNCIL MEETING, AUGUST 20, 2012
CALL TO ORDER
The Regular Council Meeting of August 20, 2012, was convened at 6:00 P.M. by Mayor
Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Carroll, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte,
Scrivner, and Weber
Absent: None
A quorum was declared present.
MISCELLANEOUS AGENDA ITEMS
Mayor Struemph asked for a moment of silence in memory of Mr. Kevin Meinhardt who
passed away. Mr. Meinhardt has served on various volunteer Boards and Commissions
and Mayor Struemph stated his appreciation for that service to our community.
PUBLIC HEARINGS
a. Rezoning 0.5 Acres at 2715 Portabello Place Drive, and Associated
Comprehensive Plan Amendment
Janice McMillan, Director of Planning and Protective Services, made a presentation of
the background and proposed rezoning request.
No one present came forward to speak on the issue. Mayor Eric Struemph declared the
public hearing concluded, and announced that the Council will now take up the
associated pending bill.
Bill 2012 -48, sponsored by Councilman Scrivner, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND
MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY
REZONING 0.50 ACRES FROM C -O OFFICE COMMERCIAL TO RA -1 HIGH DENSITY
RESIDENTIAL, FOR LAND ADDRESSED AS 2715 PORTABELLO PLACE DRIVE,

Bill 2012 -48 was read third time by title, placed on final passage, and passed by the
following roll -call vote as Ordinance 15000:

Rezoning 1.17 Acres in 1400 Block of Creek Trail Drive, and Associated
Comprehensive Plan Amendment
Following a presentation by Janice McMillan, no one present came forward to speak on
the issue. Mayor Eric Struemph declared the public hearing concluded, and announced
that the Council will now take up the associated pending bill.
Bill 2012 -49, sponsored by Councilman Scrivner, entitled:
AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING,
AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE
CITY OF JEFFERSON, BY REZONING 1.17 ACRES FROM C -1 NEIGHBORHOOD
COMMERCIAL TO RA -1 HIGH DENSITY RESIDENTIAL, FOR PROPERTY LOCATED
IN THE 1400 BLOCK OF CREEK TRAIL DRIVE, DESCRIBED AS PART OF THE

Mayor Struemph thanked the citizens who volunteer their time and expertise on these
boards and commissions.
COUNCIL COMMITTEE REPORTS
Administration Committee - Councilwoman Carrie Carroll announced that the next
meeting would be Wednesday, August 22 at 8:00 A.M.
Finance Committee - Councilman Shawn Schulte announced that next Budget
Committee meetings are scheduled for August 28, and August 30, at 5:30 P.M. in the
Boone - Bancroft Room.
Public Safety Committee - Councilman Bryan Pope reported the next meeting will be
held on Thursday, August 30, immediately following the 7:30 A.M. Brown Bagel Work
Session.
Public Works & Planning Committee - Councilman Bob Scrivner announced that the
next meeting will be held on Thursday, August 23 at 7:30 A.M.
Other Committee and Liaison Reports — There were no liaison reports given at this
time.
APPOINTMENTS BY THE MAYOR
There were no appointments brought forward at this time.

CONSENT AGENDA
The following items were brought before the Council for approval by consent:

A motion was made by Councilman Shawn Schulte for approval of the Consent Agenda
as presented, seconded by Councilman Bill Luebbert, and approved unanimously.

AND PERSONNEL CLASSIFICATION PLAN FOR THE CITY FOR THE PERIOD OF
NOVEMBER 1, 2012, TO OCTOBER 31, 2013, AND APPROPRIATING MONEY IN
THE CITY TREASURY TO PAY THE COST OF OPERATING THE CITY
GOVERNMENT DURING THAT PERIOD IN ACCORDANCE WITH THE BUDGET.
Councilman Schulte requested that Bill 2012 -52 be placed on the Informal Calendar at
this time.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Councilwoman Carroll brought up the issue of persistent code violations in her ward, as
well as in some other wards, and that she believed the Council and the staff are working
on solutions to the issue, and she commended the various departments who have
worked for so many years on one specific location in the 4th Ward.
COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY
No comments were made.
NEW BUSINESS
Councilwoman Carroll noted that Melva Fast will be leaving the City's employment on
August 24, and wished her well in her new endeavors.
UNFINISHED BUSINESS
There was no unfinished business brought forward.
APPROVAL OF CLOSED SESSION MINUTES
A motion was made by Councilman Weber to approve the August 6, 2012 Closed
Session minutes, seconded by Councilman Scrivner, and approved unanimously.
ADJOURNMENT
A motion for adjournment was made by Councilman Schulte, seconded by Councilman
Scrivner, and approved unanimously at 6:44 p.m.
