Minutes of the December 19 , 2018 Meeting
Members Present : Steve Seaver, Diane Pansire, Sarah Robinson, Vanessa Greene, Ralph Marotti,
Ned Chatelain
Guests Present: Jill Scalise, Housing Coordinator
1 . Call to Order : Meeting called to order at 6 : 01 PM .
2 . Approval of Minutes : Minutes of the previous meeting were approved as drafted .
3 . Accessory Dwelling Unit Bylaw Update : Jill Scalise reported that the Accessory
Dwelling Unit by-law passed overwhelmingly at Town Meeting. She provided
information on the one amendment that was made on the floor to split the overall limit of
20 units to 10 residential and 10 commercial . She noted that the Town has already begun
receiving requests for information and is working on processes to implement the new by-
law. Funds left over from the previous grant will allow further work with the consultant
on implementation. The group discussed regional collaboration which has helped to move
these kinds of initiatives forward around the Cape .
4 . Updates from Housing Coordinator : Jill Scalise discussed her work over the last
month. She noted that a town-specific Cape Housing Institute wrap-up would be held on
January 8 . She reported that David Quinn would be coming to the January 10 meeting to
provide a presentation on the HAC report on Cape Housing . The Brewster Affordable
Housing Trust is beginning to set goals . They are coordinating a community housing
forum and are looking for a representative from the Housing Partnership to be part of the
planning group for this forum. Diane Pansire volunteered for this planning group . The
group reviewed the implementation strategy from the Housing Production Plan and the
charge of the Housing Partnership to determine next steps and discussed the importance
of supporting the Housing Coordinator position. The challenge of maintaining SHI units
was also discussed as a concern. The group decided that they would support and advocate
current initiatives and decide on further direction after the community housing forums
which might help shape future action items .
5 . Buy-down Program Discussion : Diane, Vanessa, and Jill have been researching the
current buy-down program to determine the ease of use and efficiency for participants . A
call was also held with MassHousing, HAC , and the Yarmouth Housing Coordinator to
further investigate the program. The benefits and drawbacks of funds being used as
closing cost assistance vs . lowering the purchase price were discussed. The Town and
CPC will investigate further.
6 . Change in Meeting Days : The group has decided to move its meeting day to the second
Thursday of every month.
7 . Items not reasonably anticipated by the Chair : Diane reminded the group that the
annual report needs to be filed. Steve will file last year' s report to Lisa.
Meeting adjourned at 6 : 53 PM. Next meeting : January 10 , 2019 6 : 00 PM.
