Minutes of the January 10 , 2019 Meeting
Members Present : Lisa Forhan, Steve Seaver, Ralph Marotti, Ned Chatelain, Sarah Robinson
Guests Present : Jill Scalise, Housing Coordinator
Call to Order : Meeting called to order.
1 . HAC Presentation on the Cape Housing Report : Jill Scalise introduced David Quinn
from Housing Assistance Corporation. David encouraged the audience to ask questions
throughout the presentation . He began by giving an overview of the Housing Assistance
Corporation (HAC) and the reason for the study . The goal was to synthesize existing
housing research to raise awareness . One major finding from the study, not surprisingly,
is that the Cape ' s housing market is being increasingly driven by seasonal rentals and a
lack in diversity of types of housing . In addition, outdated zoning and lack of
infrastructure makes it cost prohibitive and unpredictable for developers to build mutli-
family housing . Mr . Quinn spoke about a pilot program - Rent365 — to increase year-
round rentals and addressed questions from the audience .
2 . Updates from Housing Coordinator : Jill Scalise discussed her work over the last
month. There will be a Senior Fair February 27 10 AM — 2 PM and a representative from
the Housing Partnership is welcome . Jill is working on coordination of a Community
Housing Forum and a planning meeting will be upcoming . The Town has recently
applied for a grant to research the possibility of becoming a Housing Choice Community .
One buy-down program transaction is moving along and should be closing within the
next month . The Select Board signed a grant agreement with the Mass Housing
Partnership for the The Millstone Road property pre-feasability study . The Housing Trust
will have oversight over the process . Jill provided information on outreach to the Town
related to the ADU by-law. All calls to date have been regarding residential properties .
The consultant is working with the Town on forms and applications and the Planning
Department is working on process and marketing information .
3 . Minutes : Minutes were approved from the December meeting.
4 . Items not reasonably anticipated by the Chair : It was suggested that the next meeting
agenda cover goals for 2019 and the Rent365 Program .
