Minutes of the March 14 , 2019 Meeting
Members Present : Lisa Forhan, Diane Pansire, Ralph Marotti , Ned Chatelain,
Guests Present : Jill Scalise (Housing Coordinator) , Donna Kalinick (Asst Town Administrator) ,
Peter Freeman (Freeman Law Group) , Bill Marsh and Susan Ladue (Eastward Companies) , Thad
Siemasko ( SV Design)
1 . Call to Order : Meeting called to order.
2 . Minutes : The minutes were approved as submitted .
3 . Eastward Companies Proposed 40B Rental Housing Project : Peter Freeman from
Freeman Law Group in Yarmouthport, Bill Marsh and Susan Ladue from Eastward
Company, and Thad Siemasko from SV Design presented on a proposed 40B Rental
Housing Project. Mr . Freeman noted that he worked on the Brewster Woods and
Brewster Landing projects . They are requesting that the Brewster Housing Partnership
support the project to the Selectman as a friendly 40B and a Local Initiative Project
(LIP) . Mr. Freeman noted that it was a great location near the Orleans border and would
help fill the need for rental housing . Mr . Siemasko and Ms . Ladue provided additional
information on the site and design which includes 72 units and parking spaces for 144
cars . 25 % of the units will be affordable . The Partnership inquired about visibility from
6A and from neighboring properties , rental rates, and plans for management of the
property . Septic plans for the property were discussed as well as plans for outdoor
common spaces, materials, lighting, storage, energy efficiency, and handicapped
accessibility . Concern over the number of units was expressed and it was noted that this
would be the first rental project for Eastward Companies . Donna Kalinick noted that
Vesper Pond Drive is a private road and not town- owned and confirmed that the location
is in a historic district. It was noted that affordable units would be spread out in units but
that locations can change as people move out of affordable eligibility . The topic of
seasonal rentals was raised and Eastward Properties noted that they would take the
comment under advisement . The process of a LIP application was discussed and Mr.
Freeman and Mr . Marsh noting that they would like to come back to the April 11 meeting
with answers to outstanding questions . The Partnership further noted concern about
density but were appreciative for the outreach and transparency. Further information on
the Subsidized Housing Inventory and the LIP process was shared .
4 . Updates from Housing Coordinator : Jill Scalise reported that the ADU by-law was
approved by the Attorney General . She shared educational materials from the building
and planning departments . She reported that the first ADU was approved by special
permit at the ZBA meeting . A community housing forum will beheld at Brewster Baptist
Church on April 30 @ 6 pm in conjunction with a housing fair . The Affordable Housing
Trust attended training on comprehensive permits . A pre-feasibility study is being done
on the Millstone Road parcel . Donna Kalinick recommended that the Housing
Partnership and Affordable Housing Trust coordinate outreach and educational
opportunities and noted that the Trust was considering having a public education session
on the 40B process , The Partnership discussed the certification of the Housing Production
Plan and the current safe harbor status , which is set to end on April 19 ,
5 . MCI Chatham Model ; Ned and Donna discussed a Chatham program discussed at a
recent Lower Cape peer group meeting allowing renters to save a down payment as a first
time homebuyer . It was decided to discuss further at a joint meeting with the Affordable
Housing Trust, possibly in May.
6 . Items not reasonably anticipated by the Chair : Jill noted that Chatham and Harwich
now have a joint Housing Coordinator through the Community Development Partnership .
