REGULAR COUNCIL MEETING, SEPTEMBER 4, 2012
CALL TO ORDER
The Regular Council Meeting of September 4, 2012, was convened at 6:00 P.M. by
Mayor Eric Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Bray, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte, and
Weber
Absent: Carroll and Scrivner
A quorum was declared present.
AMENDMENT TO AGENDA
Councilman Ralph Bray made a motion to amend the agenda by the addition of Bill
2012 -69 under "Bills Introduced." The motion was seconded by Councilman Henry, and
approved unanimously by the following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Pope, Prather, Schulte, and Weber
Nay: None
MISCELLANEOUS AGENDA ITEMS
a. Proclamation — "Put the Uniform First"
Mayor Struemph presented the proclamation to Police Chief Roger Schroeder and Fire
Chief Robert Rennick and encouraged citizens to "put the uniform first" throughout the
month of September when given the opportunity. He thanked the City's uniformed
personnel as well as other public safety entities and the military branches.
Mayor Struemph recognized Mr. Steve Picker, Executive Director of the Convention and
Visitor's Bureau, as he will be leaving that position and moving to the state of Florida
within the near future. Following his comments, he presented Mr. Picker with a Key to
the City and wished him well in his career endeavors. Mr. Picker thanked the Mayor and
stated that it is his intention to one day move back to Jefferson City.

PUBLIC HEARINGS
a. Amending Zoning Code Pertaining to Outdoor Storage and Display
Janice McMillan, Director of Planning and Protective Services, made a presentation of
the background and proposed Zoning Code amendment.
No one present came forward to speak on the issue. Mayor Eric Struemph declared the
public hearing concluded, and announced that the Council will now take up the
associated pending bill.
Bill 2012 -55, sponsored by Councilman Mihalevich, entitled:
AN ORDINANCE CHANGING, AMENDING, AND MODIFYING THE ZONING CODE
OF THE CITY OF JEFFERSON, MISSOURI, BY MODIFYING SPECIFIC USE
STANDARDS FOR OUTDOOR STORAGE AND DISPLAY.
Bill 2012 -55 was read third time by title, placed on final passage, and passed by the
following roll -call vote as Ordinance 15004:

Mayor Struemph thanked the citizens who volunteer their time and expertise on these
boards and commissions.
COUNCIL COMMITTEE REPORTS
Administration Committee — Councilman Rick Prather, Vice Chairman, announced
that the next meeting would be Wednesday, September 26, at 8:00 A.M.
Finance Committee - Councilman Shawn Schulte announced that next Budget
Committee meeting is scheduled for Thursday, September 6.
Public Safety Committee — Councilman Bill Luebbert, Vice Chairman , reported on last
meeting which was held on Thursday, August 30, immediately following the 7:30 A.M.
Brown Bagel Work Session.
Public Works & Planning Committee - Councilman Bob Weber, Vice Chairman,
announced that the next meeting will be held on Thursday, September 20, at 7:30 A.M.
Other Committee and Liaison Reports — Councilman Larry Henry reported that a
JCTV Steering Committee meeting had been held on Friday, August 31, and received
an Action Plan from Ms. Gloria Enloe, Station Manager, which has been provided to the
Council. The next meeting will be on Thursday, September 27, at 2:00 P.M.
APPOINTMENTS BY THE MAYOR
There were no appointments brought forward at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Janice McMillan, Director of Planning and Protective Services, made a presentation
regarding the issue of abandoned buildings in the City. She illustrated some of the
properties deemed abandoned by the City and gave the criteria which qualified them as
abandoned. Following her presentation, she answered several questions asked by the
Council.

A motion was made by Councilman Bob Weber for approval of the Consent Agenda as
presented, seconded by Councilman Shawn Schulte, and approved unanimously.

A motion was made by Councilman Bob Weber for approval of the bid as presented,
seconded by Councilman Rick Prather, and approved unanimously.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Joe Wilson made a presentation regarding an issue with a dog which had been
impounded in the Jefferson City Animal Shelter. Following his presentation, questions
were asked.
Mr. Frank Rycyk made a presentation regarding Bill 2012 -57. He stated that he is the
Chairman of the Airport Advisory Committee and that the Committee had met earlier in
the day and voted unanimously to oppose this bill. He asked that the minutes of that
meeting be transcribed and sent to the Council before they vote on this issue at the next
Council meeting.

Mayor Eric Struemph requested that City Counselor Drew Hilpert send information to
the Council regarding the issue presented by Mr. Joe Wilson.
