HomeMy Public PortalAbout20120906 budget work session1 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) SEPTEMBER 6, 2012 CALL TO ORDER The Council Budget Committee Work Session meeting of September 6, 2012, was convened at 6:00 p.m. by Councilman Shawn Schulte, Finance Committee Chairman. ATTENDANCE The following Council Members were present when the meeting convened: Present: Bray, Henry Luebbert, Mihalevich, Prather, Schulte, and Scrivner Absent: Carroll, Pope, and Weber A quorum was present. DISCUSSION OF AGENDA ITEMS The Committee discussed and took the following actions regarding budget line items: Councilman Shawn Schulte explained a couple of corrections made to the budget figures of which the Council Members were informed within the past few days. City Administrator Nathan Nickolaus explained the handouts showing the Old Town redevelopment for both commercial and residential grants. Following his presentation, there were questions asked by the Council of Mr. Nickolaus as well as Planning and Protective Services Director Janice McMillan. Human Resources Director Gail Strope explained the handout regarding the Cultural Arts Commission projects and expenditures and their proposed budget. At this time, Councilman Schulte stated that he will entertain any new items which have not been previously discussed or acted upon. At the close of the new 2 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) SEPTEMBER 6, 2012 items, he will then entertain discussion and action on items which have previously been discussed and /or acted upon. NEW ITEMS: Neighborhood Reinvestment, Acct. 10- 185 - 550020 Councilman Ralph Bray made a motion to add a total of $26,300 to this line item, seconded by Councilman Bob Scrivner. Following discussion, Councilman Bray stated he would withdraw his motion to allow staff to provide the Council with more information on specific projects. Councilman Scrivner withdrew his second. Reduction in "overhead" for all City Departments Councilman Ralph Bray made a motion, seconded by Councilman Larry Henry, that the budget be reduced by ten percent (10 %) across all departments for overhead expenses, to include the following line items: Materials & Supplies Contractual Services Dues and Publications Meetings and Conferences Training and Education Professional Services Councilman Bray stated he would intend that each Department Director should find reductions in any or all of those line items, for the total ten percent (10 %). Following discussion, each Department Director present was asked to give a brief overview of the areas within their own department they reduce by ten percent. At the conclusion of the discussion, Councilman Bray withdrew his motion, and Councilman Henry withdrew his second. Additional Municipal Court Date Discussion was held regarding the possibility of adding a court date and increasing the salaries of the Municipal Judge and City Prosecutor. City Counselor Drew Hilpert answered questions, and stated he would get more information to the Council on this issue. 3 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) SEPTEMBER 6, 2012 Economic Development — Acct. 10- 185 - 527020 A motion was made by Councilman Rick Mihalevich to reduce the Economic Development line item funding by $25,000, seconded by Councilman Rick Prather. Following discussion, Councilman Mihalevich withdrew his motion, and Councilman Prather withdrew his second. A motion was made by Councilman Rick Mihalevich to reduce the Economic Development line item funding by 2.5 %, from $200,000 to $195,000. The motion was seconded by Councilman Rick Prather, and defeated by the following roll - call vote: Aye: Mihalevich, Prather, and Schulte Nay: Bray, Henry, Luebbert, and Scrivner PREVIOUSLY DISCUSSED ITEMS: Transit Funding A motion was made by Councilman Larry Henry to restore $224,000 to the Transit operation, seconded by Councilman Rick Prather. A motion was made by Councilman Shawn Schulte to amend Councilman Henry's motion by reducing the Transit budget by $164,000 and discuss the day tripper route as a separate issue. The motion died for lack of a second. The original motion was then approved by the following roll -call vote: Aye: Bray, Henry, Luebbert, Mihalevich, Prather, and Scrivner Nay: Schulte Salary and Merit Increases A motion was made by Councilman Bill Luebbert to adjust the salary line item to 1% for cost -of- living increases and reducing the 1% merit increase to 1/2 %. The motion was seconded by Councilman Ralph Bray. Following discussion, Councilman Luebbert withdrew his motion and Councilman Bray withdrew his second. Finance Department Professional Services Contract 4 MINUTES OF THE COUNCIL WORK SESSION (BUDGET COMMITTEE) SEPTEMBER 6, 2012 A motion was made by Councilman Rick Mihalevich to remove $20,000 from the Finance Department Professional Services Agreement line item, seconded by Councilman Rick Prather, and approved unanimously by the following roll -call vote: Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner Nay: None JCTV Funding A motion was made by Councilman Shawn Schulte to exercise the 90 -day contract termination clause beginning November 1, seconded by Councilman Rick Prather. A motion was made by Councilman Rick Prather to amend Councilman Schulte's motion by approving funding in the amount of $110,000, through the month of June, 2013, seconded by Councilman Rick Mihalevich. The motion to amend was then approved by the following roll -call vote: Aye: Luebbert, Mihalevich, Prather, Schulte, and Scrivner Nay: Bray and Henry At this point, City Counselor Drew Hilpert reminded the Council that the Budget Committee does not have the authority to terminate contracts as that would have to be done by City Council. He stated that if the motion, as amended, is approved, the issue would be resolved. The motion, as amended, was then approved by the following roll -call vote: Aye: Bray, Henry, Luebbert, Mihalevich, Prather, and Scrivner Nay: Schulte NEXT MEETINGS Councilman Schulte announced that the next meeting will be Tuesday, September 11, at 5:30 P.M., and the topics at that meeting will be as follow: 1. Enterprise Funds; Parks & Recreation 1/2 Cent Sales Tax Funds — Staff is asked to give a brief overview of those funds and their budgets; 3. Funding the Court System; 4. Establishing a Public Works — Special Projects Fund ADJOURNMENT A motion was made by Councilman Rick Mihalevich for adjournment, seconded by Councilman Larry Henry, and approved unanimously at 8:00 p.m.
