PARKS AND RECREATION COMMISSION
REGULAR MEETING
MINUTES OF OCTOBER 20, 1971
INITIATION:
1. Chairman Walker called the regular meeting of the Parks and
Recreation Commission to order at 7:30 p.m.
2. Chairman Walker led in the 'Pledge of Allegiance to the Flag.
3. ROLL CALL:
PRESENT: Commissioners: Adams, Greenberg, Maudlin, Villar,
Walker
ABSENT: Commissioners: None
ALSO PRESENT: Victor B. Kobett, Director of Parks and Recreation
UNFINISHED BUSINESS:
4. IMPROVEMENTS AT LIVE OAK PARK:
This item was discussed at a later time in the meeting, and
at that time Chairman Walker suggested an Adjourned Meeting
to be held on November 3, 1971 to discuss improvements at
Live Oak Park. The Commission agreed.
Commissioner Greenberg suggested that at that meeting the
Commission discuss a long range plan for the overall
improvement of the park, from five to ten years, then to
set up priorities.
NEW BUSINESS:
5. DONATION FROM KIWANIS CLUB OF TEMPLE CITY:
Director Kobett presented a donation received from the Kiwanis
Club of Temple City of $100 for the Halloween Ca ry i na l to be
held on Sunday, October 31 at Live Oak Park. This is presented
by the Department of Parks and Recreation and is free of charge
to all children.
Commissioner Maudlin moved to accept the donation from the
Kiwanis with appreciation, seconded by. Commissioner Villar
and carried.
6. POLICY ON USE OF PICNIC SHELTER AT LIVE. OAK PARK:
.Director Kobett distributed copies of the present policy on the
use of picnic shelters at Live Oak Park to the Commission.
There was discussion regarding the problems involved in
reserving the picnic tables, particularly on Holidays because
of the reserved signs being removed.
After discussion it was moved by Commissioner Adams, seconded
be Commissioner Greenberg to table this item until the
Commissioners have an opportunity to study the present policy
and to discuss this at the next regular meeting. The motion
carried.
7. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK:
(Taken up prior to Communications as a matter of convenience)
Mr. Don Attar, President, Temple City Pony Colt League,
10055 E. Lynrose Street, Temple City addressed the Commission
in regard to the use of the new :.park area at L ive .Oak Rark
for practice and possible future games.

The Commission asked questions of Mr. Attaway regarding number of
teams, number of boys involved in the league, and how many other
fields were presently being used. There was considerable discussion
110 with several other adult leaders present regarding the size of,Ta
regulation baseball field in relation to the area available at Live
Oak Park. The matter of safety was emphasized as well as the need
for portable fencing and backstops.
Regarding their request to use the land between Glickman and Grace -
wood for practice the Commission asked Mr. Attaway to visit the area
and determine if the practice could be conducted there safely. If,
in his opinion, if could be then a written request listing practice
dates should be submitted to the Commission at their next regular
meeting on November 17, 1971. The matter of hitting was discussed
and it was resolved that hitting would be limited to infield practice
in the interest of safety.
8. COMMUNICATIONS:
A. Director Kobett presented a letter from the Temple City Chiefs
Lacrosse Club for continued co- sponsorship and use of the East
Field at Live Oak Park and listed dates of use in their letter of
October 19, 197].
Mr. John Kearney, General Manager, Lacrosse Club addressed the
Commission and gave some information about the Club. He stated
• that Temple City would host the Air Force Academy, a Melbourne
Australia, and a Notre Dame Lacrosse team during this years'
season.

It was moved by Commissioner Adams, seconded by Commissioner
Greenberg to recommend to the City Council the re- cosponsorship
of the Temple City Chiefs Lacrosse Club, and to grant use of the
East Field for their games. The motion carried.
The Commission complimented the Lacrosse Club for their forthcoming
activities.
B. Director Kobett presented an application for use of park
facilities from Nell Graham to hold a free band concert for Temple
City youth.
Nell Graham was present to answer questions from the Commission in
regard to the use of either Temple City. Park or Live Oak Park. Mrs.
Graham stated either park would be suitable. The bands to be per-
forming would be group (Woodbury)and group (Thirst) and consist of
four instruments which use amplified equipment. Mrs. Graham stated
that the concert would be presented free of charge, intended for only
Temple City youth and advertised and promoted only locally. She
estimated about 200 youth would be in attendance.
After considerable discussion it was moved by Commissioner Adams,
seconded by Commissioner Villar to approve the use of Temple City Park
for a free band concert on November 7, 1971 from 1:00 to 3:00 p.m,
with the understanding that as discussed the concert is for Temple.
City youth, that advertising be limited to the immediate area, that .
the entire park area is not available for this purpose and that the
activity be confined to the northwest corner, of Temple City Park, that
the amplified music be controlled so as not to interfere with general
park patrons use of other areas of the park or adjacent residents,
and that the use is not intended for dancing or speeches, that the
area they use be cleaned of litter and that the bands concern
themselves with the conduct of those in attendance.
9. MATTERS FROM CITY OFFICIALS:
A. Director Kobett informed the Commission that the annual Halloween
Carnival would be held Sunday, October 31 from 7:00 to 9:00 p.m.
The Mayor has agreed to light the Bon Fire. There will be high school
Key Club members and adult Kiwanians to help during the event.
B. Commissioner Maudlin inquired about young people congregating
at the southeast corner of Temple City Park. The director indicated
that they are presently as observed conforming to the proper use of
the park. It has been necessary on several occasions to talk with
some of the patrons to ask their adherence to park rules. A decrease
in vandalism, primarily to the turf, has been noticed.
