MINUTES OF THE COUNCIL WORK SESSION
(BUDGET COMMITTEE)
SEPTEMBER 11, 2012
CALL TO ORDER
The Council Budget Committee Work Session meeting of September 11, 2012,
was convened at 5:33 p.m. by Councilman Shawn Schulte, Finance Committee
Chairman.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and
Scrivner
Absent: Carroll, Pope, and Weber
A quorum was present.
DISCUSSION OF AGENDA ITEMS
The Committee discussed and took the following actions regarding budget line
items:
Parks and Recreation Enterprise Fund & Sales Tax:
Parks and Recreation Department Director Bill Lockwood made a presentation
and distributed handouts detailing that department's budget as well as revenue
projections. Following his presentation, he introduced members of the Parks and
Recreation Commission who were present at the meeting, and answered
questions asked by the Budget Committee members.
Municipal Court:
Councilman Bob Scrivner explained information on a handout which was
provided by City Prosecutor Brian Stumpe and stated he had taken a tour of the
department to view the items mentioned in that handout. Following his
presentation, Law Department / Municipal Court Department Director Drew
Hilpert stated that Municipal Judge Cotton Walker was present to answer any

questions the Committee might have. Following Judge Walker's presentation, he
answered questions regarding proposed trial and court date changes as well as
Court security issues.
Additional Municipal Court Funding: Councilman Bob Scrivner made a motion
to add $6,500 to the Police Department budget to fund officers for pre -trial and
the show -cause docket beginning in January, 2013. The motion was seconded
by Councilman Ralph Bray, and approved unanimously by the following roll -call
vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
Funding for Metal Detector Personnel for Court: Councilman Bob Scrivner
made a motion to put $21,000 into the Court's Professional Services line item
account to fund personnel needed to monitor a metal detector. The motion was
seconded by Councilman Ralph Bray, and approved unanimously by the
following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
Funding for Metal Detector Personnel for City Council Meetings: A motion
was made by Councilman Bob Scrivner to add $7,200 to monitor a metal
detector for City Council meetings. The motion was seconded by Councilman
Ralph Bray. Following discussion, Councilmen Scrivner and Bray withdrew their
motion and second, respectively.
A motion was made by Councilman Bob Scrivner to add $3,600 to monitor a
metal detector for City Council meetings, seconded by Councilman Ralph Bray,
and approved by the following roll -call vote:
Aye: Bray, Henry, Mihalevich, Prather, and Scrivner
Nay: Luebbert and Schulte
Neighborhood Reinvestment Incentives: City Administrator Nathan Nickolaus
made a presentation explaining funding still needed for the various grants in the
Neighborhood Reinvestment program.

A motion was made by Councilman Ralph Bray to allocate funds in the amount of
$16,000 and allow for transfers between the appropriate project accounts. The
motion was seconded by Councilman Rick Prather.
Following discussion, Councilman Bray moved to amend his motion to allocate
funds in the amount of $26,000 rather than $16,000, seconded by Councilman
Rick Mihalevich, and motion to amend was approved by voice vote.
The original motion, as amended, was then approved unanimously by the
following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
The following enterprise funds were presented by Public Works Director Roger
Schwartze:
Airport Enterprise Fund
Parking Enterprise Fund
Transit Enterprise Fund
Wastewater Enterprise Fund
Airport Salary Increases: At the conclusion of all four presentations,
Councilman Bob Scrivner made a motion to add $5,554 to fund the Airport
salary, taxes, and pension fund increase at the same rate as other employee
salary increases. The motion was seconded by Councilman Bill Luebbert, and
approved unanimously by the following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
Capital Projects — Infrastructure Funding: A motion was made by Councilman
Bill Luebbert to place $209,051 in a fund for Capital Improvement - Infrastructure
projects to be determined by the Public Works and Planning Committee,
seconded by Councilman Ralph Bray. City Administrator Nathan Nickolaus
suggested placing a smaller amount in the fund and restore some of the items

previously reduced by the Committee. Following discussion, Councilmen
Luebbert and Bray withdrew their motion and second, respectively.
Decrease Funding to Non - Departmental Miscellaneous Account:
Councilman Rick Prather made a motion to decrease the Non - Departmental
Miscellaneous Account by $40,000 and place it back into the General Fund,
seconded by Councilman Ralph Bray. Following discussion, Councilman Bray
called the question, seconded by Councilman Mihalevich, and approved
unanimously.
The motion was then approved by the following roll -call vote:
Aye: Bray, Luebbert, Mihalevich, Prather, and Schulte
Nay: Henry and Scrivner
Additional Funding for Fire Department: A motion was made by Councilman
Rick Mihalevich to put $20,000 back into the Fire Department Buildings and
Grounds Maintenance line item, and increase the Fire Department Training and
Education account by $10,000. The motion was seconded by Councilman Rick
Prather, and approved unanimously by the following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
Additional Funding for Regional Planning Commission Dues and Capital
Projects — Infrastructure: A motion was made by Councilman Ralph Bray to put
$12,000 into the Regional Planning Commission dues line item account, and
place the surplus balance of $207,051 into a fund for Capital Improvements —
Infrastructure to be determined by the Public Works and Planning Committee.
The motion was seconded by Councilman Larry Henry, and approved
unanimously by the following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
Refer balanced budget to the City Council

Chairman Shawn Schulte stated that the Committee now has a balanced budget,
and would entertain a motion to refer the budget to the City Council to approve
the budget.
A motion was made by Councilman Bill Luebbert, seconded by Councilman Larry
Henry, to refer the budget to the City Council, and approved unanimously by the
following roll -call vote:
Aye: Bray, Henry, Luebbert, Mihalevich, Prather, Schulte, and Scrivner
Nay: None
NEXT MEETINGS
Councilman Schulte announced that the September 13 meeting is canceled as
the budget has been completed.
ADJOURNMENT
A motion was made by Councilman Ralph Bray for adjournment, seconded by
Rick Prather, and approved unanimously at 8:15 p.m.
