PARKS AND RECREATION COMMISSION
MINUTES OF JULY 19., 1972
INITIATION:
1. The regular meeting of the Parks and Recreation Commission
was called to order at 7:40 p.m. by Vice Chairman Greenberg
in the absence of Chairman Walker.
2. Vice Chairman.Greenberg led in the Pledge of Allegiance to
the Flag.
3. ROLL CALL:
PRESENT: Commissioners: Adams, Greenberg, Villar
ABSENT: Commissioners: Walker
ALSO PRESENT: Director of Parks and Recreation Kobett
4. APPROVAL OF MINUTES:
Commissioner Villar stated the Minutes of the June 21, 1972
meeting should show his absence also. .Commissioner Adams
moved to approve the minutes of the June 21, 1972 meeting.;
as corrected. The motion was seconded by Commissioner
Villar and there being no objections Vice Chairman Greenberg
so ordered approval.
REORGANIZATION OF COMMISSION:
Vice Chairman Greenberg relinquished the chair
Kobett for reorganization of the Commission.
Director Kobett asked for nominations for Chairman of the
Commission.. Commissioner Villar nominated Commissioner
Greenberg for the office of. Chairman of the Parks and Recreation
Commission. There being no further nominations Commissioner
Adams moved to close the nominations, seconded by Commissioner
Villar and carried„
Commissioner Villar moved to cast a unanimous ballot for.
Commissioner Greenberg for, the office of Chairman. The
motion was seconded by Commissioner Adams and carried.
Director Kobett turned the chair over to Chairman Greenberg.
Chairman Greenberg asked for nominations for Vice Chairman
of the Commission. Commissioner Villar moved that Commissioner
Adams be elected Vice Chairman by unanimous vote, seconded by
Chairman Greenberg and carried.

Commissioner Walker entered the meeting and was present during the
rest of the agenda items.
Chairman Greenberg commended former chairman Walker for his fine
service to the Parks and Recreation Commission during his year of
UNFINISHED BUSINESS:
6. CONDITIONS OF PERMIT FOR USE OF CITY PROPERTY:
Director Kobett advised the Commission that in accordance with
previous action the City Attorney had reviewed and revised the
Commission's suggested list of'Guidelines for use of City
Property.

The Commission discussed each item on the list for clarification.
Item No. 12 was deleted by unanimous decision by the Commission.
There was discussion regarding the time limit included in Item
No. 15. It was the consensus that this item should remain the
same.
Under Item No. 18, the last item would include ..or any
additional sanitary facilities that would be needed.
Under Item No. 3, Director Kobett advised the approved amount
of insurance coverage recommended by the City's insurance
carrier was $100,000, which included bodily injury and property
damage.
Commissioner Adams moved to apprise the City Council as to the
Guidelines developed by the Parks and Recreation Commission
for use of City Property for Concerts• and Assemblies of the
Like, as per their request, and to ask for their review and
any additions or deletions. The motion was seconded by
Commissioner Walker and approved.
NEW BUSINESS:
7. REOUEST FOR USE OF TEMPLE CITY PARK:
Director Kobett presented a request from the Temple City
Creative Arts Club to use the Temple City Park for an
art show to raise funds for a scholarship fora Temple City
High School student. The request was for August 19 and 20,
1972 from 9:00 a.m. to 5:30 p.m. each of the two days.
Mrs. Alicia Burns, president of the Temple City Creative Arts
Club was present and discussed the program with the
Commissioners. She stated that there would be donated items
available, and that individuals would have a choice of these
craft and art items for a donation of $2.00. This money
would go into the scholarship. fund.
The request also included the selling of paintings with 20%
going to the scholarship fund and 80% to the artist. The.
Commission referred to the Temple City Municipal Code which did
not permit specific selling on City Property.
After discussing this with Mrs. Burns, it was moved by
Commissioner Adams, seconded by Commissioner Walker and
carried to recommend approval of the request to the
City Council, deleting the sale of painting for profit to
the artist. The entire proceeds of the show shall be for
charitable purposes. Mrs. Burns to confirm this with the
Club prior to recommendation being forwarded to the City
Council.

9 TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one came forward.
10. MATTERS FROM CITY OFFICIALS:
A. Director Kobett advised the Commission that the Picnic in
the Park would be held September 23 at Temple City Park
and that the Temple City High School Band . would play. The
Performing Arts Boosters have indicated an interest in
coordinating the food for the public.
