SUMMARY STATEMENT:
In 2008, the Arts and Humanities Council worked with artists to provide art for various locations throughout the City for an ongoing “Art Walk.” The City attorney, ICRMP (a member owned
and governed property and casualty insurance program), and The Hartwell Corporation (the City’s Insurance Agency) worked with staff to develop a short term lease of art projects placed
in McCall. The art pieces will be insured for the value stated by the artist.
In September the artist Zella Bardsley, stated that she would like to donate the piece of art to the City of McCall that she had previously leased to the City. Staff has met with Tracey
Kindall from The Arts and Humanities Council, and has determined that a process for accepting public art needs to be developed. Zella Bardsley has been contacted and understands the
need for a municipality to have a process for the acceptance of public art. The McCall Arts and Humanities Council has submitted a grant application to request funding to pay for public
art planning consultation services in spring 2012. Attached are the Grant Application and the Proposal for Public Art Facilitation and Training for the City of McCall, Idaho from Karen
Bubb.
As staff works toward the process, the City would like to renew the lease for the piece of art by Zella Bardsley, displayed in Legacy Park. The term for the lease is January 5, 2012
through December 31, 2012 upon approval of the Council. The value of the art piece, estimated by the artist, is $1,800. The piece will continue to be insured once the attached lease
agreement has been approved by Council. This period of time will give staff an opportunity to develop a policy for accepting public art.
RECOMMENDED ACTION:
Approve the Personal Property Lease Agreement with Zella Bardsley and authorize the Mayor to sign all necessary documents.
