RESOLUTION 2-2004
A RESOLUTION AUTHORIZING THE PURCHASE OF EMISSION
ALLOWANCES
WHEREAS, Richmond Power and Light operates a coal-fired electric generating station;
and
WHEREAS, In order to operate this station in a cost efl%ctive manner, emission
allowances occasionally need to be purchased; and
WHEREAS, The cost and availability of' emission allowances is subject to constant
fluctuation, and thus, because of' this volatile market, the purchase of'
emission allowances often needs to be effectuated in a short period of'time;
and
WHEREAS, To effectuate the purchase of' emission allowances in a timely manner,
Richmond Power & Light needs to be able to rapidly enter into agreements
for the purchase of' said emission allowances.
NOW, THEREFORE BE IT RESOLVED by the Common Council of' the City of'
Richmond, Indiana, acting in its capacity as the Board of Directors of' Richmond Power
and Light, does hereby authorize the Genera/Manager of. Richmond Power and light to
enter into and execute agreements for the purchase of. emission allowances, as needed for
the efficient operation of.the coal-fired electric generating station.

the City of'Richmond,/ndiana.
