COUNCIL MINUTES
INDUCTION MEETING
APRIL 19, 1993
The induction meeting of the Bal Harbour Village Council was
held on Monday, April 19, 1993, at the Bal Harbour Village Hall.
The meeting was called to order at 10:00 a.m. by Mayor Stern and
the roll was called. Those present were:
Mayor Estelle Stern
Assistant Mayor Andrew R. Hirschl
Councilman Matthew B. Blank
Councilman James E. Boggess
Also present: Carole Sherouse Morris, Village Manager
Jeane.tte Horton, Village Clerk
Richard J. Weiss, Village Attorney
Absent: Councilman Sol M. Taplin
Mayor Stern stated that due to Councilman Taplin's'Aillness,
with the permission of the Council, we are asked to adjourn this
meeting. On a motion from the Council will reconvene the meeting
at Councilman Taplin's residence. Councilman Blank stated that
this is very unusual. Mayor Stern replied she had discussed this
with the Village Attorney, and this is his recommendation.
Councilman Boggess stated that insofar as Councilman Taplin is to
be sworn in this morning, it would be prudent to have all the newly
elected officials sworn in at the same time. A motion was offered
by Councilman Boggess and seconded by Councilman Blank to recess
and reconvene at Councilman Taplin's residence. The motion carried
unanimously (4-0).
Mayor Stern stated that the meeting will reconvene at
10:20 a.m., at the Bal '"Harbour Tower, 9999 Collins Avenue.
Apartment PH-1D. She further stated that the public is welcome.
The meeting recessed at 10:05 a.m.
The induction meeting of the Bal Harbour Village Council
reconvened at 10:20 a.m. at Councilman Taplin's residence and the
roll was called. Those present were:

Councilman James E. Boggess

Also present:

As a quorum was determined to be present, the meeting
commenced.
Resolution: A Resolution was read, by the Village Clerk,
Certifying the Village Council Election.
A motion was offered by Councilman Boggess and seconded by
Assistant Mayor Hirschl to approve the Resolution. The motion
carried with the vote as follows: Mayor Stern aye, Assistant Mayor
Hirschl aye, Councilman Blank aye, Councilman Boggess aye,
Councilman Taplin aye thus becoming:

RESOLUTION OF BAL HARBOUR VILLAGE CERTIFYING
VILLAGE COUNCIL ELECTION: PROVIDING FOR AN
EFFECTIVE DATE.
Oath of Office: The Village Clerk administered the Oath of
Office to the newly elected officials. Matthew B. Blank - District
1, Andrew R. Hirschl - District 5, Sol M. Taplin - District 3.
Appointment of Temporary Meeting Chairperson: It was agreed
by all present that Councilwoman Stern would serve as Temporary
Meeting Chairperson.
Election of Mayor: Councilman Taplin nominated Councilwoman
Stern to serve as Mayor. There being no other nominations it was
unanimous that Councilwoman Stern would serve as Mayor.
Election of Assistant Mayor: Councilman Boggess nominated
Councilman Hirschl to serve as Assistant Mayor. Mayor Stern passed
the gravel and then nominated Councilman Blank to serve as
Assistant Mayor. Mayor Stern asked for a vote, all in favor of
Councilman Blank. The vote was as follows: Mayor Stern aye;
Councilman Blank aye; Councilman Taplin aye. All in favor of
Councilman Hirschl, the vote was Councilman Boggess aye; Councilman
Hirschl aye. As there was no further discussion Councilman Blank
was elected to serve as Assistant Mayor.
Oath of Office - Mayor and Assistant Mayor: The Village Clerk
administered the Oath of Office to Mayor Stern and Assistant Mayor
Blank.
Mayor Stern stated that she truly appreciates the vote of
confidence. She further stated that the Village has had a
wonderful past, as Councilman Taplin can testify to, with his 26
years of service. Further stating that Councilman Taplin is Mr.

Bal Harbour, having seen Bal Harbour grow from nothing to what it
is today. She looks forward to a more progressive and wonderful
future.
Mrs. Morris presented Mayor Stern a plaque on behalf of her
fellow Council members, as token of their appreciation, on her
service as Mayor for the past two years.
Max Lebow, President, Carton Terrace, commented that he will
be getting involved, and hopes that all will work together.
A resident questioned the system on the election of the
Assistant Mayor. Mayor Stern Explained.
Adjourn: There being no further business to come before the
Council, a motion was offered by Councilman Hirschl and seconded by
Councilman Boggess to adjourn. The motion carried (5-0), and the
meeting adjourned at 10:35 a.m. .
