Special Meeting of Town Commissioners of Property Owners
Near Intersection of Gulf Stream and Banyan Roads.

Mayor Lindsay explained that this meeting was called for
the purpose of offering an opportunity to the property owners near
the intersection of Gulf Stream and Banyan Roads, to meet with the
Town Commissioners to discuss ways and means of correcting the
drainage situation in this area. Mayor Lindsay then turned the
meeting over to Mr. Koch,
Mr. Koch said that the Commissioners had been studying the
drainage problems in certain areas of the Town, had employed the
engineering firm of Brockway,. Weber and Brockway to make surveys,
reports and recommendations. He said liras one solution recommended
by Brockway would cost 0549000.00. Mr. Koch said the Commissioners
employed Mr. Ben Hur, engineer who had made an extensive study and
would now make his report. He introduced Mr. Hur,
Mr. Hur stated that he had studied the Brockway reports and
maps. He had made some corrections and changes. He said that there
were two plans submitted by Brockway in their last report. First,
the installation of a pumping station which, because of the expense
was not considered, and second, the installation of nine catch
basins and underground drainage pipes. Mr. Hur said that he
recommended the second plan which he called the gravity system plan.
He said four catch basins should be installed on the sides of Gulf
Stream Road prior to the improvement on this road. He said these
four catch basins along with the pipe under the road, should be an
expense of the Town. He said the gravity flow should be corrected,
which could be accomplished by proper road grading and by coopera-
tion of some of the property owners regrading their land.
11r. Hur said that during heavy rains and during the period
of high canal tides, the land becomes over- saturated in the
critical area. He said for the gravity system to be of any bene-
fit during the high tide periods, gates must be installed at the
outlets.
Mayor Lindsay drew attbntion to the fact that during the
recent high tides the water lying on the pads in question was
salt water from the canal since there had Ano rains recently. Police
Chief Roy Cowart confirmed this fact.

Mr. Hur then asked if there were any questions,
Koch - Q= What are the average levels of normal tides?
Hur - A= Approximately one foot. Spring tides average three to
four feet above normal. A few weeks ago we had five
foot tides.
Koch - Qr Would the gravity system work at all during these high
tides?
Hur - A= Yes, provided gates are installed at the outlets.
Lindsay - Q= Do you think the eight inch road fill and surfacing
compressed to six inches is about right?
Hur - A= The six inch elevation raise would help and this is
about all the Town can undertake at the present time,
Mr. Johnston - Q= With the road being raised, would the shoulder
wash away?
Hur - A= I hardly think so, with proper side drainage.
Yw. Johnston - Q= Who will take care of that?
Koch - A= That is part of the Town's expense. It is included in
the road improvement work.
Mayor Lindsay - Q= Have right of way posts been installed?
Hur - A= I do not know.
Pope - A= Not yet.
Mayor Lindsay - Q= Who will notify us if some buildings encroach
on the right of way?
Koch - A= The man we employ to supervise the work.
Mayor Lindsay - Q= Will the Town need the services of an engineer?
Hur - A= No, just an inspector.
Van der Hulse - Q= Will drain pipes follow the route as drawn on
this map?
Hur - A= Yes. You can see the route I recommended. This map was
drawn adopting my recommendations.

Mr. Van der Hulse - Q= Will the catch basins be lower than the
present ground level?
Mr. Hur - A= The plan for raising the road does not necessitate
either a lowering or raising of the catch basin
grill. The home owners in the critical area can re-
grade and help the situation.
Ms. Vander Hulse - Q= What will be the depth of the drain?
Nir. Hur - A= Four feet, which makes it minus one foot.
Mr, Van der Hulse - Q= What is the size of the drain pipe at this
point?
Mr. Hur - A= Twenty seven inches.
Yx. Van der Hulse - Q= What about the land in Polo Cove addition
#1?
Mr. Hur - A= I understand Mr. Pope intends to raise the elevation (�
to five feet.
Mr. Van der Hulse - Q-- Will sand soak up some of the water?
Mr. Hur - A= Yes. There is less run off with sand.
Mr. Van der Hulse - Q= What is the direction of the run off?
Mr. Hur - A= To the edge of street into catch basins.
Ix. Van der Hulse - Qr-- With the raising of the elevation to five
feet will this increase the burden of water
on Gulf Stream Road?
Mr. Hur - A= No; even if burden was increased the proposed new
drains would accomodate the additional drainage water.
Mr. Van der Hulse - Q= If you do install the catch basins would it
be possible at a latter date to install the
pumping station?
Mr. Hur - A= Yes. The pump can be installed at any time.
Mr. Van der Hulse - I am not personally concerned in this matter,
but if I was, I would suggest that the Town try
the moderate priced plan as recommended by Mr.
Hur, then if it does not function satisfactorily,
consider the installation of the pump and pump-
ing station.

Mr. Dodson - For how long a period of time can we expect the
high tides in the Fall?
Mr. Hur - A= Ten days to two weeks.
Mr. Lindsay - Q= What should be our next step?
Mr. Koch - A= We should send a letter to each of the property
owners in the critical area outlining the results
of this meeting.
Mr. Johnston - Q= What is the possibility of the Town being sued
after road work is completed?
Mr. Van der Hulse - A= It is not my affair but it seems logical
to assume that there is greater danger from
washed out roads than there is from a little
water on a lawn.
Mr. Johnston - Q= Do you have any evidence substantiating the fact
that the muck lands are dissipating?
Mr. Hur - A= I understand the Government Engineers have. However, �
they are not alarmed because the shrinkage is so / I
slight now.
Mr. Johnston - Q= Some reports imply a shrinkage of one to twp yt ,.loll
feet per year,
lip, Hur - A= About one half inch per year would be more accurate.
Mayor Lindsay expressed his thanks to each person present
for attending the meeting.
