HomeMy Public PortalAbout20110415 BB work session public hearingCOUNCIL WORK SESSION, APRIL 15, 2011 1 CALL TO ORDER The April 15, 2011, City Council "Brown Bag" Meeting was convened at 12:03 P.M. by Mayor John Landwehr. ATTENDANCE The following Council Members were present: Present: Carroll, Griffith, Harvey, Koon, Medin, Penfold, Scrivner, Struemph Absent: Pope and Weber DISCUSSION OF AGENDA ITEMS FOR FIRST MEETING - CURRENT COUNCIL Bills: 2010 -123 (abandoned buildings registration) - City Counselor Nathan Nickolaus explained the changes in the substitute bill which has been distributed in the packets. Councilman Jim Penfold stated he has problems with Sec. 8- 160(c) which places the issue under the City Prosecutor for enforcement. Mayor John Landwehr suggested that if there is more discussion on this issue that it could be held at the end of both of the Brown Bag meetings to allow those persons here to discuss the issues on the Second Meeting agenda to leave if needed since they will not be involved in this issue on Monday night. DISCUSSION OF AGENDA ITEMS FOR SECOND MEETING - NEW COUNCIL Mayor John Landwehr stated he is now turning the Chair over to Mayor -Elect Eric Struemph and the Councilmen -elect to discuss the agenda issues scheduled for the second meeting on Monday night. Those present were: Council Members Present: Carroll, Griffith, Harvey, Koon, Scrivner Councilmen -Elect Present: Bray, Luebbert, and Schulte Council Members Absent: Pope and Weber APPOINTMENTS: COUNCIL WORK SESSION, APRIL 15, 2011 2 Mayor -elect Eric Struemph asked the Council Members to contact City Clerk Phyllis Powell with their preferences regarding liaison appointments to the various boards, committees, and commissions so those appointments can be made at the May 2 Council meeting. Councilwoman Carrie Carroll suggested that the Annexation and Growth Committee appointments be added to the to the appointments for Monday night. Mayor -elect Eric Struemph stated he planned to make those appointments with the other appointments on May 2 along with the liaison appointments. RESOLUTIONS: RS2011 -1: Mayor-elect Struemph asked Mayor John Landwehr to explain a little about this as he has been closely involved in working on this issue. Mayor Landwehr explained the process of requesting MoDOT to move up the time frame for the Lafayette Interchange project, and stated that the County would be meeting to decide whether to participate with the City in requesting this from MoDOT. BACK TO AGENDA ITEMS FOR FIRST MEETING - CURRENT COUNCIL BILLS: 2010 -23 (abandoned buildings) - Discussion was held and alternate language was suggested that would clarify the Section regarding the Prosecutor. Councilman Ron Medin, the sponsor of the bill, agreed with the suggested language. City Counselor Nathan Nickolaus was asked to draft another substitute bill and distribute it to the Council before Monday night's meeting. ADJOURNMENT The meeting adjourned at 12:37 P.M.
