As part of the adopted plan, the document includes a Future Land Use Plan (FLUP) map. The map shows the current City Limits and McCall Impact Area boundaries. The FLUP identifies a ‘potential Impact Area extension’ that reflected comments from the public process. The adoption of the FLUP did not change the boundaries of the McCall Impact Area but provides the basis for the McCall City Council to request an Impact Area expansion according to the map. The McCall City Council reviewed the boundaries of the FLUP and initiated the process with the County Commissioners to discuss a modification of the Impact Area slightly different from the FLUP. The attached map is a result of these efforts with additions and subtractions for the Impact Area. Any change to the McCall Impact Area would need to be negotiated between city and county governing boards and ordinances would need to be adopted according to procedures outlined in Idaho Code 67-6526. At that time, the City Council wanted to affirm the current agreement of a mutually adopted Comprehensive Plans, planning and zoning codes, and administration. Attached is a memo about a recently formalized code enforcement process for the Impact Area and the background information on efforts to change the McCall Impact Area.  RECOMMENDED ACTION: Discuss Impact Area expansion to determine the next steps in the process.
