SUMMARY STATEMENT:
The City of McCall staff developed digital drawing submittal format and data standards to establish uniform requirements for all digital drawing submissions and to streamline the integration
of the digital information into the City’s Engineering and Geographic Information Systems (GIS) datasets. Additionally, the criteria will establish a standard protocol for the collection
of survey data that has been peer reviewed. Through use of these networks, all survey data and resulting documentation (plats, surveys, engineering plans, etc) will originate from control
networks that have been created and reviewed by the local surveying community. The Policy side of the Digital Data Submission standards that will require City Council approval for changes
are Sections I through III. Due to the fluidity of the content Sections IV through VII will be changeable via staff. Most of the content in the sections that staff may change contain
information that pertains to processes necessary to change data formats which with the changes in software and hardware used in our field. The attachments section will change due to
the addition of control points to the City network.
The Digital Data Submission Standards will be beneficial to the local surveyors, engineers and general public. Local surveyors were consulted and involved in the process. The City Engineer
and GIS Analyst presented information on this project to the City Council on March 22, 2012. The Policy and draft Ordinance were recommended for approval by the McCall Area Planning
and Zoning Commission on April 3, 2012. The Digital Data Submission Standard Policy and the associated zoning ordinance amendments are attached. The Ordinance has been approved by the
City Attorney. The Policy and Ordinance have been revised since the May 10 draft with the suggested edits.
RECOMMENDED ACTION:
Approve Resolution 12-10 adopting the 2012 Digital Data Submission Standard Policy.
Suspend the rules, read by title only, one time only Ordinance No.____, amending Title 2, 3 and 9.
Adopt Ordinance No._____, amending Title 2, 3 and 9 approve the publication of the summary, and authorize the Mayor to sign all necessary documents.
