The adjourned meeting of the Parks and Recreation Commission was called to order by Chairman Greenberg at 7 :40 p.m. on November 29, 1972 in the North Meeting Room of the City Hall, 5938 North Kauffman Avenue, Temple City, California. 2. ROLL CALL: PRESENT: Commissioners Adams, Harrington, V.illar, Greenberg ABSENT: None ALSO PRESENT: Victor B. Kobett, Director of Parks and Recreation 3. Chairman Greenberg explained that the main purpose of this meeting is to discuss the proposals received from Lampman and Associates, Recreation Systems, Inc. and Richard Bigler Associates for the master planning at Live Oak Park and to reach a decision for proposal to the City Council. There was considerable discussion relative to the difference in fee charged between the three proposals and comparison, almost item for item, of the types of services proposed by each of the three firms. Commissioner Adams moved to recommend to the City Council that the proposal received from Recreation Systems, Inc. to prepare a Master Plan for the development of Live Oak Park be accepted. Commissioner Harrington seconded the motion and as there were no objections, the motion carried unanimously. The Commission prepared the following recommendation to be presented to the City Council: The Parks and Recreation Commission, at their adjourned meeting of November 29, 1972, moved to recommend to the City Council that the proposal of Recreation Systems, Inc. for the preparation of a Master Plan for Live Oak Park be accepted. After interviewing representatives from the firms of Richard Bigler Associates, Lampman & Associates and Recreation Systems, Inca and after a careful study of their respective proposals, it is the recommendation of the .Commi:,sion . that, .while all were equally qualified, Recreation Systems,, Inc. submitted the lowest bid and should be retained to prepare the Master Plan for Live Oak Park. The Commission is aware that all the funds allocated will not be expended. This would allow additional work to be performed, should the need arise, which had not been included in the original pro- posal. The Commission is aware that the City will be participating in the federal revenue sharing program and it is the hope of the Commis- sion that some of these funds would be used for funding phases of the park development. 4. Director Kobett gave a brief report on the Joslyn Foundation and a book entitled, ':'New Approach to Financing Public Parks and Recreation." 5. Chairman Greenberg rept.rted to the Commission that after the Commis- . sion's regular meeting on November" :. 15,11972, a meeting was requested by the Temple City American Little League Board to include City Councilman Dennis, City Manager, Chairman of the Parks and Recreation Commission, Director of Parks and Recreation and a representative from Temple City Youth Football, Inc., Temple City National Little League and Temple City American Little League which will be held on Thursday, November 30, 1972.
