SUMMARY STATEMENT:
The Idaho Department of Parks and Recreation administers the Recreational Trails Program. This program provides grant funding for motorized and non motorized trails and trail connections.
The McCall Pathways Master Plan Draft shows a detached pathway along SH 55 from Zachary Road to Bear Basin as a “Desired Separated Path”. Staff submitted a Right of Way encroachment
permit to the Idaho Transportation Department which was approved on 12/27/11. The permit allows for the construction of a detached pathway in the ITD ROW. Project plans will still
need approval from ITD prior to construction.
The Payette National Forest has committed the use of a trail cat excavator and operator as in-kind match.
The Central Idaho Mountain Bike Association has committed volunteer labor to construct the pathway. The Streets Dept. has committed staff and equipment to the project. The Parks and
Recreation Department will provide project management and labor. Grant funding is sought for construction materials, equipment rental, and signage.
RECOMMENDED ACTION:
Approve submission of a Recreational Trails Grant application for funding for the Bear Basin trail connection and authorize the Mayor to sign all necessary documents.
