SUMMARY STATEMENT:
Since September 2009, the City of McCall has been defining, prioritizing, funding and implementing
economic development activities. More recently, the City has been an active partner in the planning of a
regional economic development strategy, along with Valley County, the cities of Cascade and Donnelly,
the Idaho Council of Governments (formerly Sage Community Resources), the Idaho Department of
Commerce, the University of Idaho, and other interested stakeholders. A summary of these meetings may

At the May 11 regional economic development meeting, the group adopted the name Valley County
Development Council (VCDC) and agreed to form an Advisory Council. The Advisory Council will
develop a more formal organizational structure and implementation plan for the proposed projects. The
VCDC Advisory Council will consist of nine members: one representative from each of the three cities,
one representative from Valley County, one representative from each of the three Chambers of
Commerce, and two at-large members to be appointed by the other seven members. To date,
Commissioner Ray Moore (Valley County), Mayor Dick Carter (City of Cascade), and Scotty Davenport
(Cascade Chamber of Commerce) have been appointed by their respective organizations.
There is a strong preference from VCDC participants that the Advisory Council should be made up of
those who have been involved in the visioning process of the last 8 months. Mayor Bailey, Lindley
Kirkpatrick, Michelle Groenevelt, and Carol Coyle have each participated in nearly all of those meetings.
RECOMMENDED ACTION:
Appoint a City of McCall representative to the VCDC Advisory Council.
