OCTOBER 5, 2015
The Common Council of the City of Richmond, Indiana met in regular session October 5, 2015 in the
Council Chambers in said City.
PLEDGE OF ALLEGIANCE
PRAYER BY COUNCILOR OILER
President Oler called the meeting to order and the following business was conducted:
ROLL CALL
Present were: Doug Goss, Kelley Cruse- Nicholson, Bruce Wissel, Clayton Miller, Don Winget, Lary
Parker, Misty Hollis, Ron Oler and Phil Quinn.
Also in attendance were Walt Chidester, City Attorney; Karen Chasteen, City Clerk; Tony Foster,
Metropolitan Development; Fire Chief Jerry Purcell; Sue Roberson, Human Resources; Tracy Bosell,
Street Department; Jeff Plasterer & Peter Zaleski, Wayne County Council; Mike Reece, American
Federation of State, County and Municipal Employees Local 1791; Police Chief Mark Connery; Bill
Thistlethwaite, Park Department; Nick Wilson; Dave Snow; Dakota Collins; Vicki Robinson, Purchasing;
Stephanie Hill Alexander; Leighann Hann; Danny Matheny; Denise Bullock; Bill Hams, Sanitary District;
Sandra Spencer, Controller; Sergeant at Arms; and, Media.
APPROVAL OF MINUTES
Councilor Parker moved to approve the minutes of the meeting held September 21, 2015, supported by
Councilor Winget. Upon a vote viva voce, the motion passed.
PRESENTATIONS, MEMORIALS OR REMONSTRANCES, PETITIONS AND INTRODUCTIONS,
MOTIONS, RESOLUTIONS
None
COMMUNICATION FROM THE MAYOR
• Leaf pick up begins October 19
• Weekend events were well attended
• Continues to work from home — thank you for all the prayers
• Praise to Ms. Spencer for her hard work on the financial statements and 2016 budget
REPORT FROM BOARD OF PUBLIC WORKS AND SAFETY
Minutes of the September 10 & 17, 2015, meetings were accepted as presented.
REPORTS FROM DEPARTMENT HEADS, STANDING COMMITTEES, SPECIAL COMMITTEES
and/or ORGANIZATIONS
• POLICE MERIT COMMISSION APPOINTMENT:
Councilor Hollis moved to appoint Tammy Rhoades, Westview Elementary School Principal,
supported by Councilor Quinn. Upon a vote viva voce, the motion carried.

ORDINANCES ON FIRST READING

ORDINANCES ON SECOND READING
ORDINANCE NO. 59-2015 — AN APPROPRIATION ORDINANCE KNOWN AS THE 2016 BUDGET
The Clerk read Ordinance No. 59 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 59 -2015 on second reading and public hearing. Speaking
to the Ordinance was Mr. Reece.
Councilor Quinn moved to close the public hearing, supported by Mr. Parker. Upon a vote viva voce, the
motion carried.
Ordinance No. 59 -2015 will be heard on third reading October 19, 2015.
(An additional meeting date of October 26 will be called if necessary.)
ORDINANCE NO. 60 -2015 — AN APPROPRIATION ORDINANCE AUTHORIZING A REDUCTION IN
APPROPRIATIONS FROM CERTAIN FUNDS
The Clerk read Ordinance No. 60 -2015 on second reading by title only.
Councilor Miller moved to delete the reduction of the Department of Parks and Recreation in the amount
of Sixty Five Thousand Dollars and zero cents ($65,000.00) making the total amount of reductions Six
Million Eight Hundred Twenty Three Thousand One Hundred Forty Eight Dollars and zero cents
($6,823,148.00). This motion was supported by Councilor Parker. Upon a vote viva voce, the motion
carried.
Council President Oler declared Amended Ordinance No. 60 -2015 on second reading and public hearing.
There being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of
Amended Ordinance No. 60 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion
passed.
Councilor Wissel moved to advance Amended Ordinance No. 60 -2015 to third and final reading and
suspend the rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the
motion passed.
The Clerk read Amended Ordinance No. 60 -2015 on third reading by title only.
Amended Ordinance No. 60 -2015 was adopted with a 9 -0 roll call vote.
ORDINANCE NO. 61-2015 — AN APPROPRIATION ORDINANCE TO BE KNOWN AS THE 2016
SALARY ORDINANCE
The Clerk read Ordinance No. 61 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 61 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance

No. 61 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion failed. Dissenting was
Councilors Hollis and Miller.
Ordinance No. 61 -2015 will be heard on third reading October 19, 2015.
ORDINANCE NO. 62 -2015 — AN APPROPRIATION ORDINANCE FIXING THE ANNUAL
COMPENSATION OF ALL ELECTED OFFICIALS FOR 2016
The Clerk read Ordinance No. 62 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 62 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Wissel moved for engrossment of Ordinance
No. 62 -2015, supported by Councilor Parker. Upon a vote viva voce, the motion failed. Dissenting was
Councilor Hollis.
Ordinance No. 62 -2015 will be heard on third reading October 19, 2015.
ORDINANCE NO. 63 -2015 - AN APPROPRIATION ORDINANCE AUTHORIZING PAYMENT FOR
SERVICES FROM THE RICHMOND SANITARY DISTRICT, ROSEVIEW TRANSIT, RICHMOND
POWER & LIGHT, MOTOR VEHICLE HIGHWAY AND PARK AND RECREATION DEPARTMENT
FUNDS TO THE GENERAL FUND IN 2016
The Clerk read Ordinance No. 63 -2015 on second reading by title only.
Council President Oler declared Ordinance No. 63 -2015 on second reading and public hearing. There
being no comments for or against the Ordinance, Councilor Parker moved for engrossment of Ordinance
No. 63 -2015, supported by Councilor Miller. Upon a vote viva voce, the motion passed.
Councilor Miller moved to advance Ordinance No. 63 -2015 to third and final reading and suspend the
rules and read by title only, supported by Councilor Winget. Upon a vote viva voce, the motion passed.
The Clerk read Ordinance No. 63 -2015 on third reading by title only.
Ordinance No. 63 -2015 was adopted with a 9 -0 roll call vote.
