SUMMARY STATEMENT:
In 2011 an initial group of 11 cities created the Idaho Independent Intergovernmental Authority (III-A) Trust through a Joint Powers Agreement. The III-A Trust is a self-funded insurance
pool for cities and other governmental entities, modeled after a similar program in Montana. Council members have previously received a packet of information about the III-A Trust.
Currently 40 cities and special districts are members of III-A, covering 819 employees. The average number of covered employees per member is 20. The City of McCall currently has 74
employees eligible for coverage.
Staff reviewed the III-A program last year, and again recently. It appears to be more suited to smaller entities, with fewer covered employees. An advantage of the III-A Trust is the
ability to negotiate better rates than an individual city with 15 or 20 or even 40 employees could. Because of the number of covered employees that McCall has, that advantage is lessened.
The Trust is very new, with a short track record. Some of the anticipated advantages will only occur in the future, as Trust members seek renewals for their second and third year in
the Trust.
Staff recommends continuing to monitor the III-A Trust.
