Staff reviewed the issue with the Council at the July 13 budget work session. Commissioner Moore and Chief Deputy Coombs have had multiple discussions with City staff over the past several months regarding this issue. Staff has communicated to Valley County that the City is willing to pay its fair share for non-911 dispatch services, and has offered to assist in the development of an appropriate formula. Until the July 9 letter, no firm proposal or methodology has been provided by the County. The analysis provided in the July 9 letter omits important parts of the guidance from the Idaho Emergency Communications Commission. Specifically, the property taxes received by Valley County from City residents are not accounted for, and the County’s statutory requirements regarding dispatch services are not accounted for. Additionally, it is exceptionally late in the FY13 budget development cycle to negotiate any significant changes to the funding formula, which would impact multiple taxing districts across the County. Staff recommends that the funding formula be developed in the context of FY14 budget development. Direct communication between the City Council and the County Commissioners will likely be required. The involvement of the governing boards of the other users of dispatch services will also be necessary. Attached is a draft response, prepared by Mayor Bailey, for the Council’s consideration.  RECOMMENDED ACTION: Provide direction regarding a response to the July 9, 2012 letter from the Valley County Commissioners.
