HENRY V. POPE CURTIS H. DODSON BEN HERR U. RALEIGH FOUNTAIN Mayor Lindsay and Mr. Koch explained the purpose for which the meeting was called. It being to discuss drainage plans with Mr. Ben Herr, engineer. Mr. Herr recommended that the Town have seven catch basins installed; 4 at the intersection of Gulf Stream and Banyan Roads and 3 at the inter- section of Banyan Road and Polo Drive. Mr. Herr stated that he approved the use of bituminous covered metal pipe provided that State Road Department specifications be used in selecting the gauge of pipe to be used. Mr. Herr said, " With regard to the sizes of pipe to be used, in my opinion the main line from the catch basin at the northeast corner of Gulf Stream and Banyan Roads to the intersection at the northwest corner of Banyan Road and Polo Drive can be 24" in diameter. The main line from the last mentioned point to the Canal outlet should be 30" in diameter. "I also recommend that the connecting pipes from all catch basinsshould be at least 1$" in diameter. " The type of catch basin construction des- cribed in the letter from Brockway, Weber & Brockway, dated November 15th.,1958 is satisfactory; however, it is my view that prefabricated corrugated metal catch basins with a precast concrete ring top and steel grating, and set on a concrete base, will serve equally well and may be less expensive. In addition, these pre- fab catch basins may be moved without too much difficu- lty. i "Brochway also recommended a flap valve at the discharge end of the drain line constructed of creosoted timber with bronze fittings. It is my opinion that a cast iron flap valve would cost conside ^ably less and give as good service. Care should be exercised to see that the ends of the pipes are square and unbent, and that the band con- nections are correctly seated and tightly drawn." SPECIAL MEETING - Nov. 22, 1958 (continued) Page 2 The commissioners voted unanimously to approve and adopt the recommendations as outlined by Mr. Ben Herr. The commissioners voted unanimously to employ a competent inspector to check on the work on catch basins, drain pipes, road grades and road construction and have the inspector empowered to halt work until it meets the specifications.
