Park St. – McCall College at Park Street Professional Center A PUBLIC HEARING Department Approvals Initials Originator or Supporter   Mayor / Council     City Manager     Clerk     Treasurer     Community Development   originator   Police Department     Public Works     Golf Course    COST IMPACT: N/A Parks and Recreation    FUNDING SOURCE: N/A Airport      Library    TIMELINE: ASAP Information Systems      Grant Coordinator    SUMMARY STATEMENT: A Conditional Use Permit application has been submitted to secure use of 6000 sq. ft. of the Park Street Professional Center for adult education classrooms, administrative offices, coffee shop, and bookstore. The applicant is proposing to create a student entrance at the rear of the building prior to commencement of use. The proposal also includes completing stormwater drainage improvements and the reconfiguration of the parking area at the front of the building to back- in parking at such time when the City completes reconstruction of Park Street (anticipated to be completed by 2015) or no later than October 1, 2017. A Development Agreement (draft attached) has been prepared and reviewed by the City Attorney’s office outlining the scope and timing of these improvements. On July 10, 2012, the McCall Area Planning and Zoning Commission held a public hearing and recommended this Conditional Use Permit application (CUP-12-04) to the McCall City Council with a second public hearing. The complete land use application is available for review during normal business hours at McCall City Hall, 216 E. Park Street, McCall, ID 83638.  RECOMMENDED ACTION: Conduct the public hearing Approve, deny, or continue CUP-12-04 based upon Council review of the CUP approval criteria (MCC 3.13.02 – see attached Staff Report) and subject to the presented Findings and Conclusions. If approved, authorize Mayor to sign Square One Investments Development Agreement.  RECORD OF COUNCIL ACTION  MEETING DATE ACTION
