SUMMARY STATEMENT:
The City of McCall residents currently receive solid waste collection through a company that has contracted with the County to provide these services, Lake Shore Disposal. The City of
McCall is charged by law with the duty of providing for the preservation and protection of the health and welfare of its inhabitants, and has the power and authority to regulate, control
and provide for solid waste disposal under powers conferred by the laws of the State of Idaho. Based on IC 50-344 3 – Upon a finding by the city manager for public safety or necessary
protection of public health and welfare and property, the City does not have to do an RFP for waste disposal.
Lake Shore Disposal has approached the City of McCall with a proposal to contract directly with the City for solid waste collection. Lake Shore Disposal has provided the City a sample
contract and various options and their corresponding rates. Staff requests that Council give direction as to which rates and contract to pursue or if the Council would prefer to maintain
the current rates through the County contract. The Valley County Commissioners have approved a Price Increase of 3.6% to take effect October 1, 2012.
Everette Arter, Lake Shore Disposal’s Site Manager, will be available for questions.
RECOMMENDED ACTION:
Direct staff on which solid waste collection services to pursue.
