CITY OF TEMPLE CITY
PARKS AND RECREATION COMMISSION
Meeting of May 23, 1973
1. The special meeting of the Parks and Recreation Commission was
called to order by Chairman Greenberg at 6:46 p.m. on May 23, 1973
in the North Meeting Room of the City Hall, 5938 N. Kauffman,
Temple City, California.
2. ROLL CALL: Present:
Commissioners Adams, Andrews,
Harrington, Villar, Greenberg
Absent: None
Also Present: Victor B. Kobett
Director of Parks and Recreation
Chairman Greenberg explained that the purpose of this special meeting
was to continue the discussion of the development of the Master Plan
for Live Oak Park specifically as it relates to the location of the
ball. diamonds. Chairman Greenberg advised the Commission that Mr.
Ronald Paige, the park planning consultant assisting the Commission in
the development of the plan, expressed deep concern regarding the
Commission deletion of the proposed parking lot to accommodate one
regulation size little league diamond and one regulation size softball
diamond.
The Commission reviewed a modified plan submitted by Mr. Paige showing
both;,diamonds relocated to the easterly portion of the park. The
relocation eliminated the proposed tot lot but retained the parking
area and also provided sufficient area for one addional tennis court.
Commissioner Greenberg stated that Mr. Paige did not consider a small
overlap of outfield areas to be significant in light of the fact that
two little.:: league games could be played simultaneously and that the
little league season ended in early summer providing ample time to
accommodate adult softball needs.
For the benefit of those Commissioners absent at the regular Commission
meeting of May 16th, Chairman Greenberg reviewed the suggestions
on four penciled drawings submitted by members of the City Council.
Commissioner Andrews spoke in favor of retaining the new parking area
as originally proposed. He felt there was a definite need for addi-
tionally off - street parking as well as a buffer area to adjacent
pr late property. Commissioner Villar concurred adding that the
off - street parking area is important to the development especially
since area for one tennis court was still available.
The subject of additional park acreage came up but was not discussed.
It was the ftWing of Chairman Greenberg that the development plan
should show only the area that the City presently owns.
Following their discussion, Commissioner Adams moved to approve the
reinstatement of the parking lot into the proposed Master Plan of
Live Oak Park as recommended by the park planning consultant. Second -
ed by Commissioner Andrews, the motion carried unanimously.
At the suggestion of Chairman Greenberg, it was the Commission's
unanimous decision to request a Study Session with the City. Council
immediately following their next meeting on June 5, 1973. The purpose
of the study session is to inform the council of the changes the
Commission has made in the preliminary park development plan in light
of the suggestion received from the City Council and to discuss the
total park development concept. The Director was requested to com-
municate with the City. Council requesting the study session on behalf
• of the Commission and to request Mr. Ronald Paige to also be in
attendance.
