OPPOSING SENATE BILL S -2718
WHEREAS, Senate BIII 2718 Introduced February 22, 2011 establishes certain
criteria for public employee health care benefits plans and requires multiple levels
of insurance benefits, specifically by requiring five (5) plans; and
WHEREAS, this bill requires that each municipality establish an Employee Quality,
Cost and Delivery (EQCD) Committee to be comprised of two elected officials,
the Chief Financial.Dfficer, the Business Administrator, the Purchasing Agent and
one member of each labor and bargaining group; and
WHEREAS, the municipality could be liable for said EQCD Committee's actions; and
WHEREAS, the New Jersey League of Municipalities has expressed many concerns
about a number of provisions in the bill that will place various mandates on the
municipalities;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the Borough of Carteret opposes Senate Bill S -2718 as written
and urges the Senate to develop legislation which would satisfy the concerns
of the municipalities.
2. That a copy of this Resolution be forwarded to the League of
Municipalities.
