From the pavement assessments that were completed in 2011, it has been determined that to maintain the city streets at the current Remaining Service Life (RSL) of 12.8 years that a capital improvement program be initiated at a cost of $1,000,000 per year. This would include $800,000 for road improvements and another $200,000 for gravel roads and equipment. There are several funding options that are available that could be considered. These are 1) a General Obligation Bond, 2) a Supplemental Levy, or 3) a General Local Option Tax. In 2012 there are two (2) possible dates for elections to be held for a General Local Option Tax if the City Council desires to proceed. For the May 15th Primary we have to have the question to the County by March 16th and then the adopted ordinance to the County by March 30th. For the November 6th Election we have to have the question to the County by September 7th and then the adopted ordinance to the County by September 21st. Attached is a memo and spreadsheet that outlines total sales and total taxable sales for Valley County and McCall for your review.  RECOMMENDED ACTION: Staff requests direction on funding options.
