The FTA 5317 New Freedom program is for projects that “go above and beyond” the requirements of the Americans with Disabilities Act. Design and construction of sidewalks that provide access to bus stations or transit stops is an eligible project. Staff proposes to submit an FTA 5317 application to design and construct sidewalk, curb, gutter, crosswalk improvements, and storm water improvements on the west side of Third Street from Colorado St. to Washington St. This project would provide access and a safe pedestrian connection from the bus shelter at Alpine Village to the intercity bus station located at Old Town Market. It goes above and beyond ADA requirements because it would create an accessible sidewalk where none currently exists. Woody Woodworth plans to construct sidewalk, curb and gutter as part of his development agreement for Woody’s BBQ. The value of his design and construction costs may be used as matching funds for the FTA application. Other matching funds include FY13 Street Department funding for storm water improvements, FY LOT, and Streets/Community Development Department staff force account labor. A preliminary cost estimate prepared by the City Engineer is attached.  RECOMMENDED ACTION: Approve submission of a Federal Transit Administration 5317 application to the Idaho Transportation Department and authorize the Mayor to sign all necessary documents.
