Home My Public Portal About20110824 budget work sessionCOUNCIL WORK SESSION AUGUST 24, 2011 1 (BUDGET COMMITTEE) CALL TO ORDER The Council Budget Committee Work Session meeting of August 24, 2011, was convened at 11:35 A.M. by Councilman Rich Koon, Finance Committee Chairman. ATTENDANCE The following Council Members were present: Present: Carroll, Koon, Luebbert, Pope, Scrivner, Weber Absent: Bray, Griffith, Harvey, Schulte A quorum was present. DISCUSSION Questions For Staff: Council presented Staff with several questions from the previous Budget meeting and from e- mails. Staff presented several slides to answer those questions. There was discussion held on the topics of vacancy savings, transit ridership, Council packet costs, and historic districts. Council expressed concern on federal funding and intergovernmental grants. Steve Schlueter explained the sales tax revenue line item and the City's history of contributions to economic development. Councilwoman Carrie Carroll inquired about the glass recycling /household hazardous waste not being in the budget. Staff was requested to present the details of the program funding at the next budget meeting. Parking Lot Items: Councilwoman Carrie Carroll made a motion that $50,000 for recycling /household hazardous waste be placed on the "parking lot ". The motion was seconded by Councilman Bob Scrivner. All voted in favor. Council will consider the information staff provides next meeting. Councilwoman Carrie Carroll moved to place the addition of a full -time Electronic Record Keeping position at the cost of $64,000 on the "parking lot." The motion was seconded by Councilman Bob Scrivner. All voted in favor. Discussion was held on the topic of salary increases. Councilman Bill Luebbert made a motion to remove from the Mayor's budget a $688 across - the -board payment to employees and add an 1`)/0 cost of living increase and an 1(Y0 merit increase for employees. Councilman Rich Koon seconded the motion. Motion was approved unanimously. Councilman Scrivner requested information from staff regarding salary increases. COUNCIL WORK SESSION AUGUST 24, 2011 2 (BUDGET COMMITTEE) ADJOURNMENT Motion was made by Councilman Bob Scrivner for adjournment, seconded by Councilman Bob Weber, and approved unanimously at 1:05 P.M.
