Companion applications for an amendment to the Whitetail Phase 1A Final Plat (SUB-05-01) and for Whitetail Cabin Sites Phase 2 (SUB-11-02) have also been submitted. All three applications will be considered concurrently by the Council. At a public hearing held during the February 7, 2012 meeting of the McCall Area Planning and Zoning Commission, the Commission recommended that the McCall City Council approve all three applications. The attached Findings and Conclusions and Development Agreement have been updated to reflect edits requested by the applicant and Council. In the development agreement there was an incorrect reference to Article III. The Findings and Conclusions were modified to include 1c under the Approval Standards that references the Multiple Use Development Standards. The City Attorney has reviewed all the agreements. The complete land use file is available for review during normal working hours in the Community Development Department located at the McCall City Hall, 216 East Park Street, McCall, Idaho 83638.  RECOMMENDED ACTION: Approve application PUD-05-01subject to the presented Findings and Conclusions. Approve the Second Amendment to Whitetail PUD Development Agreement. Approve the Escrow Agreements for Phase 1A Bike Path Project, Cabin Sites Phase 2 utilities, and Phase 1A infrastructure and utilities. Authorize the Mayor to sign all necessary documents.
