CALL TO ORDER
The September 29, 2011, City Council "Brown Bagel" Meeting was convened at 7:34 A.M.
by Mayor Eric Struemph.
ATTENDANCE
The following Council Members were present:
Present: Bray, Carroll (arrived at 7:51 A.M.) Harvey, Koon, Luebbert, Pope,
and Scrivner
Absent: Griffith, Schulte, and Weber
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Discussion was held regarding the JeffTran service change which will be addressed at a
public hearing on Monday night.
Bills:
2011 -76 (Peckham and Wright Contract) - Councilman Mike Harvey asked the Council
Members to let him know whether they would like for him to place this on the Informal
Calendar on Monday night.
*Councilwoman Carrie Carroll arrived at this point in the meeting
2011 -57 (Adoption of 2011 -2012 budget) - Councilman Rich Koon stated he plans to
remove this from the Informal Calendar on Monday night. Interim City Administrator Nathan
Nickolaus asked the Council to take this up at the first part of the meeting to allow the
Finance Department time to provide any changed numbers that might result from
amendments made to the budget on Monday night.
Mayor Eric Struemph stated that the agenda should be change to reflect that Presentations
from the Public on Miscellaneous Topics will allow for three minutes per speaker rather than
five minutes.

Interim City Administrator Nathan Nickolaus asked the Council to consider streamlining the
"pre- meeting" discussion by not requiring each bill and resolution to be individually
presented at that meeting since they are being presented at the "Brown Bagel Work
Session" and again at the "Regular" meeting. He suggested that a presentation be given
only if new questions arise after the Brown Bagel meeting.
