Additionally, the criteria will establish a standard protocol for the collection of survey data that has been peer reviewed. It is a City wide network of monuments for survey control, on State Plane grid, known as the McCall Control Point Network (MCPN) and a ground based network known as the McCall Modified Grid Control Point Network (MMGCPN) or also known as the “McCall Grid”. Through use of these networks, all survey data and resulting documentation (plats, surveys, engineering plans, etc) will originate from control networks that have been created and reviewed by the local surveying community. The digital data submission standards to be beneficial to the local surveyors, engineers and general public. Local surveyors were consulted and involved in the process. The data submitted to the City using these standards will be used to improve the accuracy of City-wide datasets containing information such as property boundaries, utility infrastructure, topography, land use, etc. Ultimately, this information will be made available to the public for use in future planning, development, and general documentation purposes. The City Engineer and GIS Analyst presented information on this project to the City Council on March 22, 2012. The Policy and draft Ordinance were recommended for approval by the McCall Area Planning and Zoning Commission on April 3, 2012. The Digital Data Submission Standard Policy and the associated zoning ordinance amendments are attached. The Ordinance has been approved by the City Attorney. Minutes from the April 3 P&Z are also attached.  RECOMMENDED ACTION: Adopt the 2012 Digital Data Submission Standard Policy. Suspend the rules, read by title only, one time only Ordinance No.____, amending Title 2, 3 and 9. Adopt Ordinance No._____, amending Title 2, 3 and 9 approve the publication of the summary, and authorize the Mayor to sign all necessary documents.
