CALL TO ORDER
The November 3, 2011, City Council "Brown Bagel" Meeting was convened at 7:33 A.M. by
Mayor Eric Struemph.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Griffith, Harvey, Koon, Luebbert, Pope, Schulte, and Weber
Absent: *Carroll and * *Scrivner
Arrived after meeting was convened: *Carroll (7:40 A.M.) and * *Scrivner (7:42 A.M.)
A quorum was present.
DISCUSSION OF AGENDA ITEMS
BILLS:
2011 -88 (Downtown Residential Parking)
Councilman Bob Scrivner stated he planned to place this on the Informal Calendar.
Following discussion, Councilman Scrivner stated he would withdraw the bill instead of
place it on the Informal Calendar as it is apparent more work needs to occur before the
Council will be ready to take any action on the issue. Councilman Rich Koon asked if the
City could issue a news release to that effect to let citizens know who might otherwise come
to the meeting Monday night under the impression it was going to be acted upon.
2011 -89 (Economic Development Sales Tax)
Interim City Administrator Nathan Nickolaus explained the changes contained in Substitute
#3 which were distributed in the Council packets.
2011 -76 (Contract for New Fire Station 3)

Councilman Mike Harvey stated he intends to withdraw this bill on Monday night.
Discussion was held regarding the possibility of reconsidering the motion to amend the bill
which was approved at the last Council meeting.
RESOLUTIONS:
RS2011 -30 (Approving 2012 CVB Budget)
Mayor Eric Struemph asked if Councilman Rich Koon would be willing to move that item up
on the agenda to be voted on after Mr. Steve Picker makes his presentation. Councilman
Koon said he would be willing to do that.
General:
Councilman Bob Weber stated that there is a conflict between an annual event sponsored
by the Capital Region Medical Center and the December 5 City Council Regular meeting.
He made a motion that the December 5 Regular City Council meeting be moved to
Tuesday, December 6. The motion was seconded by Councilman Bryan Pope, and
approved by the following roll -call vote:
