CALL TO ORDER
The November 17, 2011, City Council "Brown Bagel" Meeting was convened at 7:33 A.M.
by Mayor Eric Struemph.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Griffith, Koon, Luebbert, Schulte, and Weber
Absent: Carroll, Harvey, Pope, and *Scrivner
Arrived after meeting was convened: Scrivner (7:38 A.M.)
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Upcoming Meetings:
The Mayor and Council have determined to cancel the November28 Regular Work Session
due to the Thanksgiving holiday. They will make a decision later regarding a regular Work
Session in December.
BILLS:
2011 -111 (Placing Charter Amendment on April Ballot)
*Councilman Bob Scrivner arrived at this point in the meeting, during discussion of
2011 -111.
2011 -117 and 2011 -118 (Development Agreement and Rescinding Previous
Subdivision Plat Ordinance - Dick Otke)
A lengthy discussion was held regarding this topic, specifically related to the City's
acceptance of private detention basin.

2011 -119 (Agreement with County and SSM)
Interim City Counselor Drew Hilpert explained the addition of this item to the agenda
following publication. A motion was made by Councilman Ralph Bray to amend the agenda
by adding 2011 -119 to "Bills Introduced," seconded by Councilman Bob Weber, and
approved unanimously.
Councilman Bob Scrivner left the meeting at 8:00 as staff was briefing Council on
resolutions.
As there was not a quorum after this point, no further actions were taken by the Council.
