SPECIAL JOINT WORKSHOP SESSION MINUTES
MAY 6, 1993
The special joint workshop session of the City of North Miami
and the Village of Bal Harbour was held on Thursday, May 6, 1993,
at the Ruth Foreman Theater at Florida International University.
The meeting was called to order by David Wolpin, Attorney for the
City of North Miami, at 5:30 p.m. He then proceeded to welcome
members of the Councils from Bal Harbour Village and the City of
North Miami, Bay Harbor Island, as well as Paul Gallager, Vice
President of Florida International University, and the noise
consultants Dr. Dunn and Dr. Bradgon. He further stated that it
will be Dr. Bradgon who will be presenting this first workshop on
the science of noise.
Dr. Bradgon stated that this first workshop will deal with the
physical principles of noise. How noise is measured from the
standpoint of physics. He continued to explain the three basic
elements of noise, frequency, intensity and' durational
characteristics. In addition to the physics of sound ;,t he human
response was discussed. Such as certain social, economic, and
population characteristics. Health effects based on the most
current scientific evidence was also a topic. He also discussed
physiological effects, and activity interference with work and
sleep. Standards and criteria, with existing noise regulations
was also addressed. Dr. Bradgon addressed all of the; ssues stated
and gave statistics on each. During Dr. Bragdon presentation, he
answered questions from the audience.
Mr. Wolpin stated the second educational workshop on noise
will be scheduled for July.
The workshop adjourned at 8:10 p.m.
