Roll Call The City of Tiffin City Council held a work session Tuesday, January 17, 2023, at the City Hall Council Chambers. Mayor Berner called the meeting to order at 6:01 PM. Upon roll being called the following members were present: Chris Olney, Skylar Limkemann, Al Havens, Eric Schnedler (left at 6:19 PM, returned at 6:55 PM), Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve agenda by Schnedler. Second by Orris. Alt ayes, agenda approved. C. Discussion and Update of The States and Lotus Hill OPD Concepts and Building Renderings Discussion: City Administrator Doug Boldt, Developers Alex and Nick Andersen present to discuss comments. The Council was very receptive to these concepts. The States are very similar to Aster Village as they will be leased, and Lotus Hill will be owner occupied condos. D. Questions from Council Members regarding items on the Regular City Council Agenda E. Other Business F. Adjournment Motion to adjourn by Limkemann. Second by Orris. Roll Call The City of Tiffin City Council held a regular session Tuesday, January 17, 2023, at the City Hall: Council Chambers. Mayor Berner called the meeting to order at 7:02 PM. Upon roll being called the following members were present: Skylar Limkemann, Chris Olney, Eric Schnedler, Al Havens, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to amend agenda moving L-4 after D-1 by Limkemann. Second by Orris. Motion to approve as amended by Schnedler. Second by Limkemann. All ayes, agenda approved. D. Communications and Reports 1. Unscheduled If you wish to address the City Council on subjects pertaining to today's meeting agenda, please wait until that item on the agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. Discussion: Jim Bartels, 513 Deerview Ave, discussed a few concerns from the senior meal yesterday. E. Consent Agenda Note: These are routine items and will be enacted by one motion without separate discussion unless a Council Member requests separate consideration. 1. Approval of City Council Minutes 2. Approval of Clerk/Treasurer's Report Motion to approve Consent Agenda which includes City Council Minutes and Clerk/Treasurer's Report by Havens. Second by Orris. All ayes, consent agenda approved. F. Mayoral Proclamation 1. G. Public Hearing 1. Public Hearing on the City of Tiffin's Capital Improvements Plan a. Close Public Hearing and Proceed to I-1 Motion to approve Public Hearing on the City of Tiffin's Capital Improvements Plan by Limkemann. Second by Orris. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. Discussion: Nothing Received at City Hall. Motion to close Public Hearing on the City of Tiffin's Capital Improvements Plan by Orris. Second by Schnedler. Roll Call: Orris, Olney, Schnedler, Limkemann, Havens. H. Ordinance Approval/Amendment 1. Resolutions for Approval 1. Resolution No. 2023-005 — A Resolution Approving the Updating of the City of Tiffin's Capital Improvements Plan. Motion to approve Resolution No. 2023-005 — A Resolution Approving the Updating of the City of Tiffin's Capital Improvements Plan with moving the fire station to FY2026-2027 with the condition that it will be reassessed if LOST fails by Limkemann Second by Havens. Roll Call Ayes: Schnedler, Limkemann, Havens, Orris. Nays: Olney. All ayes, motion carried. 2. Resolution No. 2023-006 — A Resolution Authorizing the Application for the Assistance to Firefighters Grant (AFG) for the City of Tiffin Fire Department. Motion to approve Resolution No. 2023-006 — A Resolution Authorizing the Application for the Assistance to Firefighters Grant (AFG) for the City of Tiffin Fire Department by Limkemann. Second by Schnedler. Roll Call: Schnedler, Limkemann, Havens, Orris, Olney. All ayes, motion carried. 3. Resolution No. 2023-007 — A Resolution Approving the Escrow Agreement for Prairie Village Part Three Phase 1. Motion to approve Resolution No. 2023-007 — A Resolution Approving the Escrow Agreement for Prairie Village Part Three Phase 1 by Olney. Second by Havens. All ayes, motion carried. 3. Discussion and Consideration to Approved Verified Claim for South 66 feet of Lot 1, R and A Condominiums Addition and Council Action as Needed. Motion to approve by Havens. Second by Limkemann. All ayes, motion carried. 4. Motion to Adjourn from Regular Session into Closed Session in Accordance with Iowa Code Chapter 20.17(3) for Public Employment Relations Procedures by Orris. Second by Olney. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. Motion to adjourn from Closed Session into Regular Session by Schnedler. Second by Orris. Roll Call: Orris, Olney, Schnedler, Limkemann, Havens.
