HomeMy Public PortalAbout20111201 BB work sessionCOUNCIL WORK SESSION, DECEMBER 1, 2011 1 CALL TO ORDER The December 1, 2011, City Council "Brown Bagel" Meeting was convened at 7:40 A.M. by Mayor Eric Struemph. ATTENDANCE The following Council Members were present when the meeting convened: Present: Bray, Griffith, Koon, Luebbert, Pope, Schulte, and Scrivner Arrived after meeting was convened: Carroll (7:40 A.M.) Absent: Harvey and Weber A quorum was present. DISCUSSION OF AGENDA ITEMS Public Hearing: Interim City Administrator Nathan Nickolaus explained Sidewalk Deferral Appeal Public Hearing procedures. Councilman Bryan Pope asked Janice McMillan to make sure the maps she will use at the public hearing will include the new bus routes. Announcements of Upcoming Meetings: Interim City Administrator Nathan Nickolaus announced that there will be a Work Session held on Monday, December 12 at 5:30 P.M. to discuss purchasing policy changes and a hear an update on the conference center. *Councilwoman Carrie Carroll arrived at this point in the meeting (7:40 A.M.) BILLS: 2011 -122 (Economic Development Agreement with Chamber of Commerce) COUNCIL WORK SESSION, DECEMBER 1, 2011 2 Discussion was held regarding the Chamber's accounting for the money received from the City. 2011 -117 and 2011 -118 (Development Agreement and Rescinding Previous Subdivision Plat Ordinance - Dick Otke) Councilman Bryan Pope stated he is going to be offering an amendment to this bill. Mayor Eric Struemph asked Interim City Administrator Nathan Nickolaus to provide any costs involved in the City's accepting the detention basin. Discussion was held regarding the need to place the issue on the Informal Calendar. Interim City Administrator Nathan Nickolaus advised that both bills would need to be placed on the Informal Calendar as the City should not pass one bill without the other. Councilman Bryan Pope left the meeting at this point (7:55 A.M.) 2011 -98 (Contract Amendment with Allied Waste) After discussion, Councilwoman Carrie Carroll stated she would be bring it off the Informal Calendar to be voted on Tuesday night. Councilman Ralph Bray asked Interim City Administrator Nathan Nickolaus to provide information about the free compost site in the past. RESOLUTIONS: RS2011 -35 (Revenue Bonds for Water Tower Project) Interim City Administrator Nathan Nickolaus and Interim City Counselor Drew Hilpert gave background of this issue and what this resolution would accomplish in the process.
