CALL TO ORDER
The December 19, 2011, "Pre- Meeting" Work Session was convened at 5:47 P.M. by Mayor
Eric Struemph.
ATTENDANCE
The following Council Members were present:
Present: Bray, Harvey, Koon, Luebbert, Pope, Schulte, and Weber
Absent: Carroll, Griffith, and Scrivner
DISCUSSION OF AGENDA ITEMS
Bill 2011 -125 (NIP Code Amendment) - Interim City Administrator Nathan Nickolaus
explained the substitute bill distributed places a moratorium on petitions for NIP projects,
and suggested the Council may wish to suspend the rules and pass the substitute bill
tonight so no further applications can be filed until the Council can finish its work on the
issue.

The meeting adjourned at 5:50 P.M.
