The adjourned meeting of the Parks and Recreation Commission was called to order by Vice-Chairman Seibert at 7:40 p.m. on Tuesday, November 26, • 1974 in the North Meeting Room of the City Hall, 5938 North Kauffman Avenue, Temple City, California. 2, ROLL CALL: , PRESENT: Commissioners Adams, Andrews, Seibert, Stack. ABSENT: Commissioner Villar. ALSO PRESENT: Victor B. Kobett, Director of Parks and Recreation Commissioner Villar arrived at 7:46 p.m. 3. UNFINISHED BUSINESS: Commissioner Seibert opened the meeting by reviewing with the Commission the memo he had presented to them regarding the Quimby Act at their regular meeting on November 20, 1974. He stated that with new condo- minium developments and possible future housing developments on the Seeman property and land adjacent to Lower Azusa Road, our community will be faced with a growing population, the majority of which will take advantage of the parks and recreation facilities in one way or another. This, he feels, will result in a need of more and larger parks, especially • a park in the northern part of the City to accommodate the increased use. He raised the question as to where will the funds come from to meet these needs. One way he suggested was the enactment of the Quimby Act. During the discussion of the Quimby Act that followed, the Commission identified some limitations of the Act for this Commission; namely, little opportunity for large subdivisions, thus requiring a longer time to build up a sizable fund for acquisition purposes. Funds, even though slow in acruing would build in time and eventually be a viable source for park acquisition or development. Commissioner Adams pointed out that the intent of the Act is for providing new park land for large subdivisions. He indicated an interest in the enactment of an ordinance rather than the Quimby Act per se. In response to questions, Director Kobett indicated that the Quimby Act is viewed as another tax on residents and could be a deter=rent to new residential construction. He reminded the Commission that past requests by the Commission to the City Council to set aside funds on an annual basis for park acquisition purposes have not received City Council sup - port. The total effect of any funding method, both positive and negative, should be carefully co-';:,ir Bred. Commissioner Stack was of the opinion that the Commission should continue to explore the possible acquisition of a portion of the Seeman property, as suggested by Mayor Dennis, with the intent of affecting a trade for land in the northern portion of the City for the development of a park. Commissioner Andrews felt strongly that what the Commission needed to identify was a reason or a specific project indicating why the Act or ordinance was being requested. He suggested to the Commission that consideration be given to the development of a property acquisition goal. He recommended that the Commission goal be the acquisition of property for the ultimate development of a park in the northern part of the. City and that funds received from the enactment of the Quimby Act or a new construction ordinance be used for that purpose. The Commission was in unanimous agreement with Commissioner Andrews and identified the acquisition of property in the northern part of the City as the goal for the use of any funds received from the enactment of the Quimby Act or similar ordinance, in the event such funding measures are adapted. It was moved by Commissioner Seibert and seconded by Commissioner Andrews to continue discussion of this item to an adjourned meeting and requested staff to obtain more information from the cities of San Gabriel, Ar:adia and Alhambra in regards to the average permit cost for the construction PARKS AND RECREATION COMMISSION--November 26, 1974 Page 2. of a new single family single story house, the amount of funds acquired . and the number of units constructed since the enactment of their con- struction tax ordinances and to present the findings at the adjourned meeting. NEW BUSINESS: 4. GIRL SCOUT PROPERTY Chairman Villar called the Commission's attention to the memo and sup- porting information received from Director Kobett regarding a parcel of property at 9509 Longden which is reportedly on the market for sale. The property, owned by the Sierra Madre Girl Scout Council, is 60' wide and 200 deep. The adjacent property to the west, which is the smile size, is owned by the Temple City Unified School District and may also be offered for sale in the near future. Chairman Villar asked the Commission to study the material presented and, on an individual basis, look at the property in question and plan to discuss this item at the next meeting. o, ADJOURNMENT: • Commissioner Stack moved to adjourn to an adjourned meeting of the Parks and Recreation Commission on,Tuesday, December 10, 1974, at 7:30 p.m. in the North Meeting Room of the City Hall, 5938 North Kauffman Avenue, Temple City.
