HomeMy Public PortalAbout1993-05-11 Special MeetingIV] H* COUNCIL MINUTES SPECIAL MEETING -MAY 11, 1993 The special meeting of the Bal Harbour Village Council was held on Tuesday, May 11, 1993, in the Council Chamber at Bal Harbour Village Hall. The meeting was called to order at 4:00 p.m. by Mayor Stern. The roll was called and those present were: Mayor Estelle Stern Assistant Mayor Matthew B. Blank Councilman Andrew R. Hirschl Councilman James E. Boggess Also present: Carole Sherouse Morris, Village Manager Jeanette Horton, Village Clerk Richard J. Weiss, Village,Attorney F Absent: Councilman Sol M. Taplin As a quorum was determined to be present, th-i meeting commenced. 2. Landscaping of Collins Avenue Medians: Mayor Stern explained that Mr. O'Leary had marked off 25 and 50 percent lengths of the flower beds, for the Council to view. Mr. O'Leary stated his recommendation was to reduce the flowers by 25 percent and add Jasmine. He continued to explain that after the hurricane there is a severe shortage of plants, therefore we have to contract to have them grown. Councilman Boggess stated that on the longer beds a 50 percent reduction is in order, and 25 percent on the shorter beds. Mayor Stern stated that at each end of the median areas should have an equal amount of flowers. Councilman Boggess stated by reducing the flower beds we will have reduced operating expenses. Councilman Hirschl stated that the only area he would suggest keeping the flowers would be coming from Haulover into Bal Harbour. He further stated that this decision should be left to Mr. O'Leary. Mr. O'Leary explained again the shortage of plants, and if we reduce an additional 25 percent we must wait for the next flower change. Mayor Stern questioned berming the flower beds. Mr. O'Leary explained this will be done at the landscape contractor's expense. Councilman Hirschl questioned whether the leaky pipe system is working. Mr. O'Leary replied he will have the contractor come back and check the system. The shields are installed and Mr. O'Leary was requested by the Council to make sure there are no glare problems. Assistant Mayor Blank stated that the cost to fill in with the Jasmine will be more. He further stated he had recommended to Mr. O'Leary to have an equal amount of annuals on both sides of medians. He continued to state that he had recommended the Jasmine be manicured same as the Bal Harbour Shops. Mr. Singh stated he went up on the Sea View roof and there are more flowers than Jasmines. Mayor Stern suggested that Mr. O'Leary take a look from a roof on the north and south end of the Village. She further stated that all flowers are to be reduced at all ends. 199 f 3. Adjourn: There being no further business to come before this Council, a motion was offered by Councilman Boggess and seconded by Councilman Hirschl to adjourn.
