SUBJECT: TRAFFIC SAFETY REVIEW ON DAINES DRIVE BETWEEN BALDWIN
AVENUE AND EL MONTE AVENUE
RECOMMENDATION:
The Transportation and Public Safety Commission is requested to:
1. Approve the proposed traffic and pedestrian safety measures on Daines Drive
between Baldwin Avenue and EI Monte Avenue; and
2. Adopt Resolution No. TPSC 17-0015 (Attachment "A"), approving the traffic and
pedestrian safety measures and recommending adoption and implementation to
the City Council.
BACKGROUND:
1. In June 2016, staff received a complaint from a resident that claimed vehicles
were speeding down Daines Drive, making it difficult for pedestrians to cross in the
crosswalks to Live Oak Park. The resident also requested installation of speed
humps along Daines Drive and a red curbs next to his driveway.
2. On September 7, 2016, the City's contract traffic engineer (Transtech) conducted
a radar speed survey, during off-peak hours, to determine actual speeds along
Daines Drive,
3. On November 1, 2016, Transtech conducted a 24-hour traffic volume count to
determine the amount of traffic currently traveling on Nadine Street and Daines
Drive.
4. On January
3, 2017, Transtech prepared a memo presenting the results of their
traffic safety review.
5. On October 12, 2017, Transtech prepared an updated memo (Attachment "B") to
account for changes in existing conditions.

ANALYSIS:
As part of the traffic study, traffic speeds, field review, accident history, and traffic
volumes were used to assess exiting conditions along Daines Drive between Baldwin
Avenue and EI Monte Avenue. Transtech's memo provides details about the data
collected, their findings and their recommendations. The following is a brief summary
of the memo:
• Daines Drive is considered a local roadway, with a posted speed limit of 30 mph.
Nadine Street is considered a local residential roadway, with a prima facie
speed limit of 25 mph. Gracewood Avenue is considered a local residential
roadway, with a prima facie speed limit of 25 mph. Baldwin Avenue is
considered a major arterial roadway, with a posted speed limit of 40 mph. EI
Monte Avenue is considered a secondary arterial roadway, with a posted speed
limit of 35 mph.
• A radar speed survey showed that traffic travelling along Daines Drive were
driving at or around the posted speed limit of 30 mph. This indicates that 85% of
the observed vehicles were travelling between 23-32 mph.
• Accident data showed that between 2011 and 2013, a total of 13 recorded
accidents occurred along the Daines Drive corridor between Baldwin Avenue and
EI Monte Avenue. There were 0 accidents involving pedestrians and a majority
of the collisions were due to improper turns with vehicles hitting a parked car or
fixed object.
• Nadine Street at Daines Drive is controlled by a stop sign (south side of the
intersection) with an uncontrolled white crosswalk on Daines Drive (east side of
the intersection). Gracewood Avenue at Daines Drive is controlled by an all -way
stop with white marked crosswalks on the north, east and west sides of the
intersection.
Based on the findings of the traffic study, Transtech recommends that the following
traffic control measures be implemented:
Daines Drive Corridor
• Install "30" pavement legend at existing posted 30 mph speed limit signs along
Daines Drive;
• Install new 25 mph speed limit signs with corresponding "25" pavement legends
adjacent to new signs along Gracewood Avenue;
• Repaint existing red curbs along Daines Drive; and
Install 2 feet of new red curb on the west side of the driveway at 10166 Daines
Drive.

• Install pedestrian signage both approaching and at the uncontrolled crosswalk at
Daines Drive and Nadine Street;
• Paint existing uncontrolled crosswalk with white ladder striping, outlined with
white raised pavement markers (RPM) for nighttime visibility;
• Install "YIELD HERE TO PEDESTRIAN" signage with shark teeth yield lines at
the uncontrolled crosswalk;
• Install ADA compliant curb ramps and truncated domes where missing; and
• Extend existing red curbs and install new red curbs at the intersection.
Daines Drive and Gracewood Avenue
• Paint existing crosswalks, on the north and west side of the intersection, outlined
with white ladder striping with white RPMs for nighttime visibility;
• Install ADA compliant curb ramps and truncated domes where missing for the
north and west side crosswalks;
• Remove existing crosswalk on the east side of the intersection and install a stop
bar. A public hearing is required prior to removing the crosswalk; and
Install reflective red tape on existing stop signs for nighttime visibility.
CONCLUSION:
The traffic safety review conducted by Transtech showed that vehicles travelling on
Daines Drive were driving at or around the posted speed limit. It also provided
recommended measures to alert drivers of approaching intersections and to increase
the safety and visibility of pedestrians.

A RESOLUTION OF THE TRANSPORATION AND PUBLIC SAFETY
COMMISSION OF THE CITY OF TEMPLE CITY APPROVING THE
PROPOSED TRAFFIC AND PEDESTRIAN SAFETY MEASURES ON
DAINES DRIVE BETWEEN BALDWIN AVENUE AND EL MONTE
AVENUE AND RECOMMENDING APPROVAL AND IMPLEMENTATION
TO THE CITY COUNCIL
WHEREAS, The Transportation and Public Safety Commission recognizes residents and
business owners in the City may be impacted by excess motor vehicle traffic and parking congestion;
WHEREAS, Division 11, Chapter 9, Section 22507, subsection 'W' of the California Vehicle Code
authorizes local authorities to prohibit or restrict the stopping, parking, or standing of vehicles on certain
streets or portions thereof, during all or certain hours of the day;
WHEREAS, the proposed traffic and pedestrian safety measures are consistent with all local,
state and federal regulations.
WHEREAS, the traffic and pedestrian safety improvements will help ensure the safety of motorists
and pedestrians around Live Oak Park,
NOW, THEREFORE, THE TRANSPORTATION AND PUBLIC SAFETY COMMISSION OF THE
CITY OF TEMPLE CITY DOES RESOLVE AS FOLLOWS:
SECTION 1. The Public Safety Supervisor is hereby authorized to remove, erect or install the
following signage or other appropriate markings along Daines Drive between Baldwin Avenue and EI Monte
Avenue:
a) Install "30" pavement legend at existing posted 30 mph speed limit signs along Daines Drive;
b) Install new 25 mph speed limit signs.with corresponding "25" pavement legends adjacent to
new signs along Gracewood Avenue between Live Oak Avenue and Daines Drive;
c) Repaint existing red curbs along Daines Drive;
d) Install two feet of new red curb on the west side of the driveway at 10166 Daines Drive;
e) Install pedestrian signage both approaching and at the uncontrolled crosswalk at Daines Drive
and Nadine Street;
f) Paint existing uncontrolled crosswalk at Daines Drive and Nadine Street with white ladder
striping, outlined with white raised pavement markers (RPM) for nighttime visibility;
g) Install "YIELD HERE TO PEDESTRIAN" signage with shark teeth yield lines adjacent to it
approximately 20 feet from the uncontrolled crosswalk and at the beginning of the intersection
at Daines Drive and Nadine Street;
h) Install ADA compliant curb ramps and truncated domes where missing at Daines Drive and
Nadine Street;
i) Extend existing red curbs on the north side of the crosswalk to 20 feet at Daines Drive and
Nadine Street and paint 20 feet of new red curb on the southeast corner of the intersection
and 15 feet of new red curb on the southwest corner;
j) Paint existing crosswalks in the north and west legs at Daines Drive and Gracewood Avenue
with white ladder striping, outlined with white RPMs for nighttime visibility;
k) Install ADA compliant curb ramps and truncated domes where missing for the north and west
leg crosswalks; Remove the existing crosswalk in the east leg of Daines Drive and
Gracewood Avenue and install a stop bar. Direct staff to post a notice informing the public of
the removal of the crosswalk and the public hearing date and time; and

INTRODUCTION
On behalf of the City of Temple City, Transtech staff has completed a traffic review to evaluate the
installation of speed humps along Daines Drive and to look at driveway access for 10166 Dairies Drive. The
complaint arose from a local resident who claims that vehicles speed down Dairies Drive making it difficult
for pedestrians to cross the crosswalks to Live Oak Park as well as vehicles parking close to his driveway,
blocking his access, the resident requested for red curb to be painted to deter vehicles form encroaching
into his driveway. Currently the City does not have a speed hump/speed cushion policy in place. A traffic
safety review along Daines Drive between Baldwin Avenue and EI Monte Avenue was conducted.

EXISTING CONDITIONS
As part of this study traffic study, traffic speeds, field review, accident history, and traffic volumes were
used to assess exiting conditions along Dairies Drive between Baldwin Avenue and EI Monte Avenue. As
shown in Figure 1, at about 100' (feet) into Daines Drive west of EI Monte Avenue, Daines Drive has a
posted speed limit of 30 mph going westbound and another posted speed limit about 100' (feet) east of
Baldwin Avenue of 30 mph. On Daines Drive at Halifax Road, there are another two posted speed limits
of 30 mph going east bound and west bound. However, the posted speed limit going west bound is not
visible because it is blocked by trees. Daines Drive is comprised of single family units as well as a park
between Nadine Street and Gracewood Avenue and a retirement center east of Gracewood Avenue.
Nadine Street has one-way stop control in the south leg at Daines Drive and an uncontrolled crosswalk in
the east leg of the intersection. Gracewood Avenue is all -way stop controlled with a marked crosswalk in
each direction.
Daines Drive: Daines Drive is approximately 35' (feet) in width with one lane in each direction and no
center line at this location. The posted speed limit on Daines Drive between Baldwin Avenue and EI Monte
Avenue is 30 mph. Per the Temple City Circulation Element, Daines Drive is considered a local roadway
with single family homes on both sides of the street and Live Oak Park between Nadine Street and
Gracewood Avenue as well as a retirement center east of Gracewood Avenue. There is some red curb
along Daines Drive between Gracewood Avenue and Nadine Street with parking on both sides. There is
no pedestrian signage along this segment.
Nadine Street: Nadine Street is approximately 30' (feet) in width with one lane in each direction with no
center line. Although there are no posted speed limit signs, Nadine Street is considered a local residential
roadway per the City's Circulation Element, with a prima facie speed limit of 25 mph. Parking is allowed
on both sides. Nadine Street has single family homes on both sides of the street with no sidewalks along
this roadway. Nadine Street at Daines Drive is stop controlled in the south leg only. There is an
uncontrolled white marked crosswalk in the east leg of this intersection with Daines Drive with some red
curb on the northwest and northeast of the crosswalk. North of this intersection is the Live Oak Park and
Recreation Department,
Gracewood Avenue: Gracewood Avenue is considered a local roadway and is approximately 40' (feet) in
width with one lane in each direction with no center line. Although there are no posted speed limit signs,
Gracewood Avenue is considered a local residential roadway per the City's Circulation Element, with a
prima facie speed limit of 25 mph. Parking is allowed on both sides of the street. Gracewood Avenue at
Daines Drive is all -way stop controlled with white marked crosswalks in each leg. West of Gracewood
Avenue is the Live Oak Park and east of the roadway is the Santa Anita Convalescent Hospital and
Retirement Center.
Baldwin Avenue: Baldwin Avenue
is considered a

(feet) in width with two lanes traveling in each direction. There is a yellow stripe down the center and
parking is allowed on both sides. EI Monte Avenue has a posted speed limit of 35 mph. Land use on EI
Monte Avenue is mainly single-family units on both sides of the roadway. Daines Drive is stop controlled
at its intersection with EI Monte Avenue,

To determine the amount of traffic currently traveling on Nadine Street and Daines Drive, 24-hourvolume
counts were collected. The counts were taken on November 1, 2016,

RADAR SPEED SURVEY
To determine actual speeds along Daines Drive, speed samples were taken on September 7, 2016 during
off-peak hours to record the "free flowing" traffic platoon. The radar measurements followed guidelines
and procedures outlined in the CVC Sections 627, 21400, 22358 and the CAMUTCD 28.13. Speed samples
were taken from an unmarked vehicle so as not to alter or impede the free flow of traffic. A total of at
least 100 samples were obtained for the time period surveyed. As shown in the table below traffic
traveling along Daines Drive is going at around the posted speed limit of 30 mph. This indicates that 85%
of the observed vehicles are traveling between 23-32 mph, which is within the posted speed limit of 30
mph.

What can be inferred
from the sample
speed survey
is that
although there may be a few speeders, most
vehicles are traveling
within the speed
limit, at least
during
off peak periods.
ACCIDENT DATA
As part of the engineering review process a search of all accidents that may have occurred along the
segment was undertaken. Accident data was obtained from the computerized accident records system
maintained bythe State of California Statewide Integrated Traffic Records System (SWITRS) between the
years of 2011 to 2016 available data. There were a total of 13 recorded accidents that occurred along the
Daines Drive corridor between Baldwin Avenue to EI Monte Avenue over the 6 -year period. The summary
table of the accident data is attached at the end of the document. Accordingto the accident data, between
2011 and 2016, there were 0 accidents involving pedestrians and a majority of the collisions were due to
improper turns with vehicles hitting a parked car or a fixed object.

Nadine Street and Daines Drive Intersection: Nadine Street at Daines Drive is stop controlled in the south
leg only with an uncontrolled white crosswalk in the east leg of this intersection. Land use on Nadine
Street is mainly single-family units with limited sidewalks along this roadway. North of this intersection is
the Live Oak Park. There is no pedestrian signage at or in advance of this crosswalk. However, there is
existing "PED XING" pavement legend approaching the crosswalk in both directions. The crosswalk is

illuminated by a light post north of the intersection and does not have a curb ramp on the no, end of
the crosswalk and is missing truncated domes for both entrances.

Gracewood Avenue and Daines Drive Intersection: Gracewood Avenue at Daines Drive is all -way stop
controlled with white marked crosswalks in the north, east, and west legs. The east leg crosswalk at
Gracewood Avenue and Daines Drive leads to a catch basin on the east side of Daines Drive. An ADA
compliant curb ramp cannot be constructed due to the catch basin. There is a light post at the northwest
corner of the intersection. West of Gracewood Avenue is the Live Oak Park. East of Gracewood Avenue is
the Santa Anita Convalescent Hospital.

EXISTING PARK AND FACILITIES
Alongside
this segment is
the Live Oak Park. Live
Oak Park has 16
acres of field and recreation space. In
those 16
acres of space,
Live Oak Park consists
of playgrounds,
picnic shelters, one full and two half
basketball
courts, seven tennis courts and field space for many other
sports.
Live Oak Park has its own parking lot. Daines Drive also allows parking on both sides of the roadway. The
parking lot within the park is about 530 '(feet) in length and could accommodate approximately 80
vehicles. Access to the parking lot is provided by two driveways on Daines Drive to the west of Nadine
Street and to the west of Gracewood Avenue.
On the east side of Gracewood Avenue is the Santa Anita Convalescent Hospital and Retirement Center.
Along Gracewood Avenue between Daines Drive and Live Oak Avenue, there is no signage other than a
handicap parking only sign. Gracewood Avenue has a prima face speed limit of 25 mph. The entrance to
the Convalescent Hospital is about 215' (feet) north of Daines Drive at Gracewood Avenue. The entrance
to the Retirement Center is approximately 775' (feet) north of Daines Drive and about 125' (feet) from
the park. There are no crosswalks for pedestrians from the senior center to cross to the park other than
the crosswalk at Daines Drive. Due to the location of the Convalescent Hospital and Senior Center opposite
the parkjust north of Daines Drive, Gracewood Avenue has been added to the request.

RECOMMENDATIONS
Based on the above
findings the
following
items
are recommended. Each item number listed below
corresponds to each
item number
illustrated
in the
figure below each explanation.
1. Install "30" pavement legend adjacent to all existing posted 30 mph speed limit signs along Daines
Drive between Baldwin Avenue and EI Monte Avenue at the following locations: (a) on the south
side of Daines Drive west of Robinhood Avenue; (b) on the north and south sides of Daines Drive
around Halifax Road; and (c) on the north side of Daines Drive west of EI Monte Avenue. Also trim

shall inform the public how to provide input related to the schedule

13. Install 2of new red curb on the west side of the driveway at 10166 Daines Drive to deter vehicles
from encroaching into the driveway and refresh faded red curbs along Daines Drive between
Baldwin Avenue and EI Monte Avenue.
Some of the driveways along Daines Drive have existing red curb on either side of their driveway.
Per Temple City Municipal Code 3-3A-38: CURB MARKINGS: A. Subject to the provisions and
limitations of this chapter, the public safety officer shall place the following curb markings when
directed by the city council, or its designated commission, and the curb markings shall have the
meanings as herein set forth: Red means no stopping, standing, or parking at any time except as
permitted by the California Vehicle Code, and except that a bus may stop in a red zone marked or
signed as a bus zone.
