CALL TO ORDER
The March 15, 2012, City Council "Brown Bagel" Meeting was convened at 7:30 A.M.
In the absence of both Mayor Eric Struemph, and President Pro Tempore Bob Weber, a
motion was made by Councilman Bob Scrivner to elect Councilman Rich Koon to preside
over the meeting, seconded by Councilman Ralph Bray, and approved unanimously.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Bray, Carroll, Koon, Luebbert, Pope, Schulte, and Scrivner
Absent: Harvey and Weber
A quorum was present.
DISCUSSION OF AGENDA ITEMS
BIDS OVER $50,000 - Councilman Bob Scrivner stated he wants to know if this was the
first time a pump has gone out. Public Works Director Roger Schwartze stated he will get
that information to the Council.
2011 -166 (Creating Public Art Program) - Councilman Bob Scrivner suggested changing
the new language from "Public Art Program" to "Public Art Policy." Sponsor Councilwoman
Carrie Carroll stated she would have no problem with that change.
2011 -155 (Contract with Cole County for Animal Shelter Services) - Councilman Bryan
Pope stated he plans to offer an amendment to the contract which will require monthly
reporting by the City to the County. Discussion was held on the topic.
RS2011 -43 (Directing Staff to Fill Vacant I.T.S. Position) - Councilman Bob Scrivner
explained the reason for this resolution as discussed at the Administration Committee
meeting.
2011 -154 (Annexation Ordinance passed at March 1 meeting) - Interim City Counselor
Drew Hilpert explained that this ordinance needs to be reconsidered, then placed on the
Informal Calendar, until after the required public hearing scheduled to occur on March 27.

Councilman Bob Scrivner stated he would make that motion for reconsideration Monday
night at the appropriate point in the meeting.
