TOWN OF GULF STREAM, FLORIDA

Mr. William LaPorte, Mr. A. Be Royce, Mr. Paul Knowles and
General A.H. Carter were also in attendance.
The minutes of the regular meeting held on April 11, 1959
were read, approved and adopted.
J. R. Fountain reported bank balances on April 30, 1959 as
follows:
Water Fund - 3,599.46
' General Fund - 179033.07
Reserve Depreciation - 1,383.26
Reserve In Savings - 83000.00
Payments during April, 1959 from the General Fund were on
checks numbered 797 through 823 and totalled $8,141.99. Payments
from the Water Fund during April, 1959 were on checks numbered 184
through 187 and totalled $591.47. All of the above payments were
unanimously approved.
Mr. Hart moved that the regular order of business be waived
so that Mr. Royce, I•;r. Knowles and General Carter could discuss their
problems. Er. Pope seconded and the motion carried unanimously.
Mr. Royce mentioned that some of the residents at the south
end of town had tried to persuade Mrs. Bartram to keep her dogs from.
disturbing her neighbors late at night and early in the morning. I:r.
Royce asked that a letter be sent 12rs. Bartram explaining the situa-
tion, with a request that she keep the dogs' barking from constituting
a nuisance. AIr. Koch said this would be done. Yr. Royce asked that
he be excused.
J, R. Fountain read a letter from the Gulf Stream Golf Club
giving names and telephone numbers to call if and when the water
pressure drops or questions regarding the pumps, wells or tank arise.
General Carter said the Golf Club had spent over 485,000.00 on the
water system during the past two years. He said that if the Town
extended its limits it would jeopardize the Golf Club's ability to
abide by the Water Contract.
Mr. Koch explained that Mr. Knowles had petitioned the
Commissioners to consider the annexation of his and his neighbors'
property into the Town of Gulf Stream. Mr. Koch asked how many

Commissioners.would vote to consider the annexation of this property -
no votes. Mr. Koch then asked that the Commissioners vote by,answer-
ing "Aye" to NOT consider the annexation of this property. All the
Commissioners answered °Aye ". Mr. Koch told Mr. Fountain to have the
minutes show that the.vote was unanimous NOT to consider the annexa-
tion of this property.
Mr. Knowles expressed his thanks to the Commissioners for
their frankness. He then departed.
General Carter showed the Commissioners a new bill proposed
by the Commissioners of Jupiter Island and now before the State
Legislature. Said bill would change the qualifications of electors
for Town elections. The bill was turned over to Mr. Lilienthal for
perusal. The Commissioners agreed to bring the bill up at the next
regular Commission meeting. General Carter then left the meeting.
A letter from the Haydens was read granting the Town the
right to lay and maintain a drain pipe across'their property extend-
ing from Oleander Way to Gulf Stream Road.
A letter from the Plastridge Insurance Company was read.
Mr. Koch stated that as far as he could find out, Boynton Beach would
consider that the Fire Contract was extended for another year for
$1,500.00. Mr. Koch explained that the Del -Trail Fire Department was
also under contract to answer fire calls at $75.00 per call and that
they did not require a retainer fee.
J. R. Fountain reported that April Water samples were
satisfactory and that individual meters showed a consumption.of.
6,460,000 gallons and the master meter 6,839,000 gallons. J. R.
Fountain explained that the Master Meter had showed the greater con-
sumption since its repair. This is as it should be because of the
flushing of fire hydrants.
Mr. Koch read the police reports and thanked the Police
Chief and patrolman for their fine work.
Mr. Koch read in full, on second and final reading,
Ordinance +120 and titled:
AN ORDINANCE OF THE TOWN OF GULF STREAM, FLORIDA,
RELATING TO SOLICITORS AND PEDDLERS; DEFINING THE
TERMS; REQUIRING LICENSE AND IDENTIFICATION CARDS
AND SETTING UP PROCEDURE FOR ISSUANCE; PRESCRIBING
DUTIES OF VARIOUS TOWN OFFICIALS AND EN.PLOYEES WITH
RESPECT THERETO; MAKING VIOLATION OF ORDINANCE UN-
LAWFUL AND PRESCRIBING PUNISHMENT FOR VIOLATION;
AND OTHER MATTERS RELATING THERETO.
Mr. Dodson moved that Ordinance J120 be approved and
adopted on second and final reading. Mr. Hart seconded and the
motion carried unanimously.
