THE CITY OF RICHMOND, INDIANA, SEPTEMBER 22, 2011
The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M.,
Thursday, September 22, 2011, in the Council Chambers at the Municipal Building, 50 North 5th
Street, Richmond, Indiana. In attendance were Board Members Vicki Robinson, Dian Lawson
and Tony Foster. Also attending were Assistant City Attorney Kim Vessels, Lieutenant Don
Benedict, Street Commissioner Bill Smith, William Hahn from Family Pyro of Eastern Indiana
and David Mears from Milestone.
The following business was conducted:
CALL TO ORDER
Robinson called the meeting to order and noted for the minutes that all board members and legal
counsel were present.
APPROVAL OF MINUTES
Robinson made a request to the board to approve the minutes for the September 15, 2011
meeting. Foster moved to approve with a second by Lawson. The motion was unanimously
passed.
CLAIMS FOR PAYMENT
Robinson made a request to the board to approve the claims for payment for September 23, 2011
in the amount of $244,659.38. She explained of that total $38,492.28 was paid to Harvest Land
for gasoline; $81,156.99 was paid to Milestone for Hot/Cold mix; $12,684.83 was paid to Pro
Lawn Care for 2010 Curb Ramp Project — Phase 3 and $26,229.20 was paid to Thor Construction
for NSP house construction. Lawson moved to approve with a second by Foster. The motion
was unanimously passed.
HOLIDAY SCHEDULE
A. Robinson made a request to the board to approve the 2012 Holiday Schedule. Foster
moved to approve with a second by Lawson. The motion was unanimously passed.
STREET CLOSURE
A. Robinson brought to the board a request that was presented by Lieutenant Don
Benedict and William Hahn from Family Pyro for the closure of SW "G" Street,
between the "G" Street bridge and SW 1st Street for approximately (4) four hours,

between 6:00 &10:00 PM, on Friday, September 30, 2011 for fireworks for the
Richmond High School and the Bravo organization. Lawson moved to approve with
a second by Foster. The motion was unanimously passed.
BID AWARDS
A. Robinson brought to the board a bid award that was presented by Street
Commissioner Bill Smith to award the bid award for Phase III Paving Project to
Milestone Contractors, L.P. in the amount $157,990.75. Foster moved to approve
with a second by Lawson. The motion was unanimously passed.
BID OPENING
A. Robinson brought to the board a bid opening for the North "E" Street Train Depot
Sidewalk Rehab. Those bids were as follows:
1. Milestone - $84,465.00
2. ABC Concrete - $78,430.60
3. Pro Lawn Care - $72,945.25
Robinson took this time to read a letter that was to the Board of Public Works and Safety
thanking everyone for their participation and sponsorships for the Kids Festival Parade. She
wanted to thank the following sponsors for their support:

The Mayor also wanted to give
special thanks to Fonda Wilds the Kids Fest Organizer and Sarah
Mitchell the Parade Organizer.
There are already plans in place for the same event next year on
September 15, 2011.
ADJOURNMENT
There being no further business, on a motion duly made, seconded and passed unanimously. The
meeting was adjourned.
