Recording or Taping Notification : "As required by the Open Meeting Lary we are informing yeti that the Town will be videotaping and/or audio taping this public ineeting, bn addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cellphones be turned off or to vibrate, 1 . FY 2020 Financial Report Sharon explained that the main changes from the last report are the addition of the short-term borrowing interest for the Besse Cartway property and the assumption that $400 , 000 in CPA funds will be used to pay- down the principal for the short-term borrowing note that will come due at some point in FY20 . Additional assumptions in the budget include the items being voted on at the May 2019 Town Meeting as being accepted . There are also some adjustments of what is anticipated for FYI year - end adjustments . At this point, the ending balance for Open Space will be $ 1 ,404 , 693 ; the ending balance for Housing will be $241 ,237 ; the ending balance for Historical will be $ 315 , 771 ; and the ending balance for the 30% fund will be $ 693 , 157 . 2 . Discussion and possible vote on the completeness , CPA eligibility, and timeliness of the Open Space Committee ' s $ 750 , 000 funding request for the acquisition of approximately 23 . 91 acres off Slough Road called Windrift Acres . Discussion and possible vote on a funding recommendation for the Windrift Acres open space acquisition , Elizabeth went over some of the changes that she made to the original application . She explained that the Water Commissioners would be providing $ 70 , 000 for the acquisition which would mean the Open Space Committee would be requesting $ 680 , 000 instead of the original request of $ 750, 000 . The money from the Brewster Conservation Trust will be used at closing because the State has approved a $ 75 , 000 tax credit 1 Community Preservation Committee Minutes : March 27, 2019 which will come in the next fiscal year so the BCT money will be applied in the interim . The Committee discussed some additional edits . MOTION to accept the Open Space Committee ' s funding request of $750 ,000 for the acquisition of Windrift Acres as complete , timely, and CPA eligible . MOVED by Rollie Bassett. Seconded by Diane Pansire, VOTE : 8 -0-0 MOTION to recommend to fund the Open Space Committee ' s request of $ 680 ,000 , with $ 655 ,000 to be applied towards the acquisition and $25 ,000 to be available for closing related costs with funds coming from the Open Space reserve fund . MOVED by Rollie Bassett. Seconded by Diane Pansire, VOTE : 8 -0-0 3 . Discussion and possible vote on the revised $ 50 , 300 conditional award letter to the Dog Park Development Committee . The Chair reviewed with the Committee the revisions that were made to the award letter for the Dog Park Development Committee . MOTION to accept the conditional award letter to the Dog Park Development Committee. MOVED by Rollie Bassett. Seconded by Diane Pansire, VOTE : 8-0 -0 4 . Report on the presentations to the Finance Committee and Select Board on CPC Town Meeting articles 9 and 23 . The Chair explained both the Finance Committee and the Select Board unanimously supported every line item in Article 9 as well as Article 23 . They will present to the Select Board and Finance Committee at a future date to review the Windrift Acres line item . 5 . Open projects update : Brewster Housing Authority-Huckleberry Lane . Diane explained that Leila Botsford reported that the Brewster Housing Authority was given more money from the State than they expected and therefore were able to do much more renovating than originally planned . They have not yet spent the CPC money yet but do have a lot of plans . Diane also explained that she and Leila have begun discussing the possibility of getting some community involvement in order to do some of the exterior fix-up/landscape work in the Huckleberry neighborhood . 6 . Vote to approve the minutes of the January 31 , 2019 CPC Housing Sub- Committee meeting . MOTION to approve the minutes of the January 31 , 2019 CPC Housing Sub - Committee meeting . MOVED by Faythe Ellis . Seconded by Sharon Marotti. 2 Community Preservation Committee Minutes : March 27 , 2019 VOTE : 8 -0 -0 7 . Vote to approve the minutes of the March 13 , 2019 CPC meeting . MOTION to approve the minutes of the March 13 , 2019 CPC meeting with the discussed revisions . MOVED by Rollie Bassett. Seconded by Faythe Ellis , VOTE : 7-0- 1 8 . Announcements None . 9 . Items the Chair could not reasonably anticipate None . 10 . Next Meeting The next CPC meeting is scheduled for Wednesday, April 10 , 2019 at 4 : 45 PM . MOTIONto Adjourn at 5 : 13 PM.
