Sherbondy Village Auditorium 215 Perviz Avenue Opa-locka, FL 33054 1. CALL TO ORDER: Mayor Matthew Pigatt called the meeting to order at 7:00 p.m. on Wednesday, January 22, 2020 at the Sherbondy Village Auditorium, 215 Perviz Avenue, Opa-locka, Florida. 2. ROLL CALL: The following members of the City Commission were present: Mayor Matthew A. Pigatt, Vice Mayor Chris Davis, Commissioner Sherelean Bass and Commissioner Joseph L. Kelley. Also in attendance were: Assistant City Manager George Ellis, City Attorney Burnadette Norris -Weeks, and City Clerk Joanna Flores. Commissioner Alvin Burke was not in attendance. 3. INVOCATION: The invocation was delivered by Commissioner Joseph L. Kelley. 4. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was recited in unison. 5. AWARDS/PROCLAMATIONS/ACKNOWLEDGEMENTS: 6. APPROVAL OF CONSENT AGENDA AND PULL LIST (deferrals and deletions): 7. APPROVAL OF AGENDA: It was moved by Vice Mayor Davis, seconded by Commissioner Kelley to approve the agenda, consent agenda and pull list. There being, no discussion, the motion passed by a 4-0 vote. APPROVAL OF MINUTES: 1 Regular Commission Meeting Minutes - January 22, 2020 Regular Commission Meeting Minutes — January 8, 2020 It was moved by Commissioner Bass, seconded by Vice Mayor Davis to approve the minutes from the Regular Commission Meeting of January 8, 2020. DISTRICT ONE/DISTRICT TWO - COUNTY COMMISSIONER REPORT: Larry Gardner, Commissioner Barbara Jordan's Office, District I, reported that the Mom and Pop grants are available from January 15 — 30, 2020. Applications can be turned in from February 3 — 7, 2020. Commissioner Bass thanked Mr. Gardner for attending the MLK Walk on Saturday on behalf of District I. Commissioner Kelley also thanked Mr. Gardner for representing District I and attending the MLK Walk. Mayor Pigatt thanked the district for working on the roads on 151 St Street and on 37th Avenue. City Clerk Flores stated that Mr. Edgar Wright from the U.S. Census Bureau deferred the public presentation until the next Regular Commission Meeting. Mayor Pigatt informed the public that Congresswoman Frederica Wilson will be holding a census job fair on January 23, 2020 at the North Dade Regional Library in the auditorium from 2:00 p.m. — 5:00 p.m. 10. PUBLIC PRESENTATION: 1. Edgar V. Wright, Partnership Specialist U.S. Census Bureau Ref: 2020 Census — Establishing a Complete Count Committee 11. CITIZENS' INPUT: 12. ACTION ITEMS: 13. CONSENT AGENDA: 2 Regular Commission Meeting Minutes - January 22, 2020 13-1. A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA, REQUIRING THE CITY MANAGER TO CONDUCT A YEARLY INSPECTION OF ALL NON-RESIDENTIAL CITY PROPERTIES TO DETERMINE WHETHER EACH PROPERTY IS OPERATING IN COMPLIANCE WITH THE APPLICABLE LAND USE DESIGNATION; PROVIDING FOR AN EFFECTIVE DATE. Sponsored by Commissioner Kelley The above resolution was read by Attorney Norris -Weeks. It was moved by Vice Mayor Davis, seconded by Commissioner Bass to pass the resolution. CITY MANAGER'S REPORT: Assistant City Manager Ellis said the manager will be working on a strategic plan for the City and will be meeting with each of the commission. This will include the role and procedures for the commission, inner structural priorities by location and streets, water and sewer priorities, and his priorities for the next year. These meetings will take place within the next ninety days. He stated that the manager asked that the vice president of The Millenia Housing Group for Cordoba Courts Apartments be allowed to speak on behalf of the property. David Beals, Executive Vice President for The Millenia Housing Group, said he has a written report that he is providing to the City tonight addressing the issues at Cordoba Courts. They are aware of the mold and rodent issues and are spending funds and resources to give the people at 3 Regular Commission Meeting Minutes - January 22, 2020 Cordoba Courts a better lifestyle. He said he is new to the company, but wants to work with each of the commission to correct all of the issues at the complex. Commissioner Bass thanked Mr. Beals for working to correct all of the issues at Cordoba Courts. Vice Mayor Davis said he has been working with the complex for years and is excited to see movement. He looks forward to working with Mr. Beals in the future. Commissioner Kelley welcomed Mr. Beals and stated that promises have been made in the past and he hopes all of the issues will be corrected. Mayor Pigatt commended the president and the vice president for coming down and speaking on behalf of Cordoba Courts and he looks forward to the changes in the future. 18. OFFICIAL BOARD REPORTS: 19. MAYOR/COMMISSION REPORT: Commissioner Bass announced the Valentine's Day Gala that will be held for seniors fifty five (55) years and older. Vice Mayor Davis asked that all of the seniors living facilities be given notice of the event. Commissioner Kelley thanked everyone who attended the MLK Walk that honored the late Dr. Martin Luther King, Jr., and his mother, the late Mrs. 011ie B. Kelley who founded the walk. He said the seniors fishing trip is forth coming and will be announced at a later date. Mayor Pigatt announced that the State of the City Address will be held on Friday, January 24, 2020 at 6:30 p.m.; he invited the public to attend. 20. OFFICIAL BOARD APPOINTMENTS: 21.
