CITY OF TEMPLE CITY/TEMPLE CITY UNIFIED SCHOOL DISTRICT
ST ANDING COMMITTEE
Tuesday, May 28, 2013 – 4:00 p.m.

1. CALL TO ORDER
Board Member Smith called the meeting to order at 4:02 p.m.
2. ROLL CALL
PRESENT: Councilmember – Blum and Chavez
Board Member – Knollenberg and Smith
ABSENT: None
ALSO PRESENT: Superintendent Kang-Smith, Chief Business Official Jaynes, City Manager Pulido,
Community Development Director Mark Persico, Parks & Recreation Director Burroughs, and Parks and
Recreation Commissioner Nanette Fish.
3. APPROVAL OF MINUTES OF March 25, 2013
Moved by member Chavez, seconded by member Knollenberg, approved unanimously.
4. DISCUSSION ITEMS
A. P3 (PRIVATE, PUBLIC, PARTNERSHIP) OPPORTUNITY
City Manager Pulido provided an update on the P3 project. He presented drawings for three options as
well as cost and asked for comments. He advised the Committee that the next P3 ad hoc meeting is
scheduled for June 7 at 9 a.m. Working on CEQA requirements would be next along with structure of the
P3 partnership. An article on P3 is in the next Connect magazine.
B. SCHEDULE OF COMPLETION FOR RECENTLY APPROVED SCHOOL BOND MEASURE AND CITY
OFFER TO PROVIDE ASSISTANCE
The City is interested in what is going on with the School District bond measure. The District mentioned
that the Board took action at the May 8 meeting on the first issue of the bond and issued a press release
shortly thereafter, but that the first funding would not be sold until July.
The District also mentioned that they hired a Project Manager, TELACU, to manage the project and that
they will be presenting the phase one projects to the Board at the June 12 Board of Education meeting
for final approval.
The City mentioned that they have the Connect magazine and would be willing to include an article about
the bond program when we wish.

C. FUTURE PERFORMING ARTS CENTER
Member Blum mentioned that the City is still interested in a Performing Arts Center and was interested in
what the District is including for its Performing Arts Center. The District mentioned that the PA center is
expected to be a 700-seat theater and will hopefully be located at the corner of Temple City Blvd and
Camino Real if the cost is feasible.
D. SAFE ROUTES TO SCHOOL PROGRAM SCHEDULE AND COORDINATION
The City is preparing projects for submission to Caltrans for funding. It includes projects around school
sites. Final designs are expected in July with bid packages in October or November. Construction is
expected to begin in January.
E. UPDATE ON PARKS AND OPEN SPACE MASTER PLAN
The City has consultants working on a parks and open space master plan. Survey work is being
completed, both on-line and through the mail. Results are expected to be available in September.
F. SUMMER USE OF FACILITY – LONGDEN ELEMENTARY SCHOOL
Parks & Recreation Director Burroughs mentioned that the School District wanted to end the Stars Club
program on August 2 instead of August 16, which would cut the program down to 6 weeks vs. the normal
10 weeks. This presented a problem for the City, but was corrected after conversations with the site
Principal and is now set for August 16. The District mentioned that the issue is summer deep cleaning
and the additional equipment that would be around the children.
G. SUPPORT TCUSD SCHOOLS WITH SCHOOL RESOURCE OFFICER
Superintendent Kang-Smith discussed how the City of South Pasadena provided the school district with a
School Resource Officer that would be assigned to their high school and asked the City of Temple City to
consider doing the same for Temple City High School (given the current events such as the incident at
Sandy Hook). The City mentioned that the cost of an SRO was about $250,000 a year through the
Los Angeles County Sheriffs and was therefore prohibitive.
Superintendent Kang-Smith asked if an existing Sheriff Deputy could be stationed at Temple City High
School without any additional cost to the City; the District would provide office space and telephone
access. The City responded that the feasibility of every day might be difficult; however, the City will
discuss with the Sheriff’s Department about providing a consistent and a regular presence at the High
School, i.e., during lunchtime and at dismissal times twice each week. The City will also look into a
possible future grant; however, the commitment must be there beyond the grant time for the City and
District to pay for an additional SRO.
