CALL TO ORDER Councilmember Vizcarra called the Las Tunas Downtown Revitalization Standing Committee meeting to order at 3:09 p.m. 2. ROLL CALL PRESENT: Councilmember – Vizcarra and Yu ABSENT: Councilmember – None ALSO PRESENT: City Manager Bryan Cook, Community Development Director Michael Forbes, City Engineer Ali Cayir, Traffic Consultant Jason Melchor (Kimley Horn) 3. PUBLIC COMMENTS – None 4. CONSENT CALENDAR A. Approval of Minutes The Committee approved the minutes of the Committee meeting of September 26, 2014. 5. PUBLIC COMMENTS – None 6. NEW BUSINESS A. Presentation and Discussion of Las Tunas Drive Traffic Study Councilmember Yu made a presentation on the results of his own research looking at various downtown areas throughout Southern California. His research showed that streetscape improvements are helpful to creating a vibrant downtown environment, but there is no guarantee that an enhanced streetscape will result in a vibrant downtown. Staff presented the final version of the traffic study including the travel time information requested at the last Committee meeting. The Committee discussed the different options for the Las Tunas Drive enhancements including angle parking, bicycle lanes, and travel lane reductions. The Committee also discussed the potential impacts on funding for the project for the different options. Staff presented information and answered questions about the results of the traffic study, including traffic volumes, intersection impacts, and travel time Las Tunas Downtown Revitalization Standing Committee Minutes December 5, 2014 Page 2 of 2 changes. The Committee discussed traffic impacts that may be caused by different parking types. Councilmember Yu requested that when this matter is presented to the full City Council, that a qualitative analysis of the options be provided by staff in addition to a quantitative analysis of the traffic impacts. 7.
